Orange County 2012 Exercise Series Proposal envi r®SAFE <br /> Global Exparianeo-Local EaDSHiss <br /> this section is subject to approval by OCES and may be adapted to meet the needs of exercise <br /> participants. <br /> A minimum of three Exercise Planning Meetings with the County planning team will be held for <br /> the exercise Series following HSEEP guidelines. The purpose of the planning meetings will be <br /> to discuss exercise design based on objectives developed by the planning team. Scenario <br /> elements will be finalized and appropriate changes made. In addition,the planning meetings will <br /> be utilized to finalize the participant list and approve exercise methodology and exercise support <br /> requirements. Minutes of these meetings will be provided by EnviroSafe and will be received by <br /> Orange County as they deem necessary. <br /> EnviroSafe will ensure that this project series is NIMS compliant and that all exercise and <br /> evaluation activities are developed in accordance with HSEEP guidelines. Specifically, <br /> EnviroSafe has adopted a company-wide policy that dictates that all exercises and training are <br /> HSEEP compliant. This policy further requires that, as we develop exercise objectives, all staff <br /> utilizes the SMART format during the process. <br /> 1. Summary of tasks and Vendor Responsibilities <br /> In order to support all U.S. Department of Homeland Security Exercise and Evaluation Program <br /> (HSEEP)methodologies, EnviroSafe agrees to deliver exceptional service in the areas listed <br /> below: <br /> • Project Management Lead <br /> • Exercise Planning Team Lead and Coordination <br /> • Development of Concepts and Objectives <br /> • Planning Conferences Lead and Documentation <br /> • Extent of Exercise Play and Determination <br /> • Development of Exercise Plan <br /> • Execute and Control Exercise <br /> • Development of Facilitator Handbooks <br /> • Conduct of Hotwash/Hotwash Conference <br /> • Development and Delivery of After Action Report (AAR)/Improvement Plan <br /> 2. Exercise Documents <br /> The EnviroSafe Project Lead will coordinate with selected planning team members to prepare <br /> the: <br /> • Exercise Plan(ExPlan) <br /> • Participant feedback forms <br /> • Facilitator Handbooks <br /> • Other supporting documents deemed necessary by the planning team <br /> 7 <br />
