Orange County 2012 Exercise Series Proposal envi r®sliFE <br /> Global E.Oerience-Local Eā Denloa <br /> Exercise participants will report to their assigned exercise venue and sign in at a <br /> registration desk. Each participant will be issued an exercise badge, given the player <br /> handout, and directed to the briefing for his or her role in the exercise. Controllers will <br /> conduct exercise briefings. <br /> The exercise will be conducted based on the developed Exercise Plan and expected <br /> actions focusing on objectives determined during the planning process. An emergency <br /> scene will be simulated so that a full-scale response can take place. The simulation may <br /> involve victim actors, props, and small details such as smoke can be added. EnviroSafe <br /> will work with the County to provide appropriate props and expertise on simulations in <br /> order to comply with HSEEP standards and ensure safe realism. <br /> If at any time the Full Scale Exercise warrants a simulated event requiring a weapon to be <br /> utilized, such as terrorism; a very rigid Weapons Safety Program will be implemented <br /> that requires actors, victims, and all Law Enforcement personnel to go through a 3 tiered <br /> safety check. The checks are conducted under the supervision of the local jurisdiction <br /> having authority and an EnviroSafe staff that has served in a previous career at the <br /> executive level of a Tactical Special Response Team within Law Enforcement. A zero <br /> tolerance policy is always in place during an exercise which is enforced by a full time <br /> Exercise Safety Officer. <br /> The response to the scene would be guided through injects or exercise control to ensure <br /> that key triggers take place. Victim actors will be arranged in coordination with the <br /> Exercise Design Team in order to ensure participation by and appropriate type of actor. <br /> Victim actors will be utilized to simulate casualties, evacuees, and victims needing <br /> treatment. <br /> The players will use emergency response plans to determine actions and procedures to <br /> respond based on the scenario. Players would be expected to respond to the incident <br /> scene, determine appropriate perimeters, and effectively take action while utilizing <br /> incident management. The response activities can be coordinated full-scale by activating <br /> an Emergency Operations Center. Any aspects which cannot be easily exercised full- <br /> scale will be simulated using a SimCell. The SimCell operators will function as outside <br /> agencies for injects coming in to the players as well as a resource for the players to call to <br /> request updates and incident information. The SimCell operators will coordinate with the <br /> Exercise Design Team to ensure that information being provided from the SimCell on <br /> behalf of an outside agency is accurate. <br /> Project Plan <br /> This section will provide detailed information about EnviroSafe's strategy to achieve the <br /> objectives outlined in the Request for Proposal prepared by OCES.
