Orange County 2012 Exercise Series Proposal envi r®SAFE <br /> GIoael E■oar■ene•-Laeer Eeeerhse <br /> EnviroSafe will work closely with the County Exercise Planning Team to develop an exercise <br /> series to validate stakeholder roles, expectations, and test the effectiveness of operational <br /> systems and plans. This exercise series will be tailored to the needs of participating departments <br /> as well as other partners deemed necessary by the County Exercise planning team. All exercise <br /> scenarios and injects will adhere to the overall goals and objectives of the project as required by <br /> the planning team. <br /> Phase 1: <br /> Functional Exercise (FE) <br /> A functional exercise will be formed around the County's Emergency Operations Center and <br /> their partnering agencies' Emergency Operations Centers where systems and plans will be <br /> operationally evaluated. The objectives for the functional exercise will be developed by <br /> EnviroSafe and the County planning team in order to meet overarching objectives developed <br /> during the Initial Planning Conference as described later in this proposal. These objectives will <br /> focus on the activation of the Emergency Operations Centers as well as communication amongst <br /> them through standardized streams and other methods deemed in place by the agencies. Within <br /> the understanding of providing opportunity for all partners to participate throughout the EOCs; <br /> EnviroSafe is proposing to facilitate the Functional Exercise simultaneously at all facilities. <br /> In preparation for the exercise conduct, EnviroSafe will develop a cache of exercise injects to be <br /> utilized. This cache of injects can be considered similar in nature to a Master Scenario Events <br /> List (MSEL). The difference with EnviroSafe's delivery method is that there is not a "standard <br /> timeline" approach to the inject delivery. The method in which injects are placed into exercise <br /> play is determined on the operational responses to the scenario by the participants. The <br /> EnviroSafe Senior Exercise Controller in conjunction with a SIMCELL Controller will make a <br /> subjective decision as to which injects will be delivered and when. This allows for a realistic <br /> approach to incoming messages based on the decisions and course of action by the participants. <br /> A Hotwash conference will occur on the day of the functional exercise event at each location. All <br /> exercise participants will be invited to attend the Hotwash conference with verbal recreation of <br /> the exercise event test areas. Players will have the opportunity to voice their concerns and speak <br /> openly about lessons learned regarding challenges to enacting and operating within their agency <br /> protocols. Community partner participants will also have the opportunity to provide interactive <br /> feedback during the Hotwash conference. The Hotwash conference will provide another <br /> opportunity to collect and record exercise data to be used in the formal after action report. After <br /> action reports will be prepared and targeted for the overall population of participating agencies. <br /> Phase 2 <br /> Full Scale Exercise (FSX) <br /> Full Scale Exercise: <br /> 5 <br />
