Orange County 2012 Exercise Series Proposal e nvi r.SAFE <br /> Global E.Oarian .-Local Expertise <br /> Understanding <br /> It is the understanding of EnviroSafe,that Orange County Emergency Services (OCES) is <br /> seeking a proposal to develop and execute a two-phase exercise series for Orange County in <br /> conjunction with partnering agencies with similar responsibilities for response and coordination <br /> during a large multi jurisdictional event. It is also the understanding that EnviroSafe will deliver <br /> phase 1 this exercise simultaneously within the County Emergency Operations Center as well as <br /> EOCs within the University of North Carolina,UNC Hospital, Town of Chapel Hill, Town of <br /> Carrboro, and the Town of Hillsborough. EnviroSafe will deliver Phase 2 of the exercise series <br /> within the Orange County EOC and a general population shelter designated by the planning <br /> team. EnviroSafe understands that Orange County wishes to have this exercise series delivered <br /> in accordance with Homeland Security Exercise and Evaluation Program(HSEEP) guidance. <br /> This includes all planning meetings, support documentation and after action reports with <br /> improvement plans. <br /> EnviroSafe will work with the selected County planning team to develop objectives for the <br /> participants and implement a plausible scenario to test the objectives. Then EnviroSafe will <br /> deliver feedback and recommendations based on expert analysis to improve systems for meeting <br /> the objectives as compared to standing procedures in place by the entities that make up Orange <br /> County. <br /> Approach <br /> Project Development <br /> Process <br /> While EnviroSafe has global experience, the company uses its local expertise to develop and <br /> deliver customized services for its clients. <br /> EnviroSafe uses HSEEP protocol to guide exercise planning meetings in conjunction with a <br /> planning tool that the company has developed to manage large-scale projects. The master <br /> planning tool created by EnviroSafe effectively coordinates all planning and exercise services <br /> based on tasks and activities required by service agreements. The planning tool generates charts <br /> of task completion and can be customized for project needs. <br /> EnviroSafe will facilitate an Initial Planning Conference, Mid Term Planning Conference and <br /> Final Planning Conference with the County planning team. However, additional meetings may <br /> be required which EnviroSafe can accommodate should the need arise. <br /> 4 <br />
