Landfill, which is located in the Town of Chapel Hill's Transition Area of the Joint Planning Area <br />and located in OWASA's Primary Service Area; and <br />Whereas, the parcel on which the Operations Center is to be constructed is situated such that <br />an extension of public water and sewer service to serve it would touch no other non-County <br />owned property and thus not provide any likelihood or opportunity for further extension of these <br />services into the Rural Buffer; and <br />Whereas, the Agreement does not prescribe the method by which public water and/or sewer <br />service is to be extended to serve an essential public facility located in the Rural Buffer. <br />NOW, THEREFORE, BE IT RESOLVED that Orange County hereby notifies The Town of <br />Carrbaro, The Tawn of Chapel Hill, The Tawn of Hillsborough, and OWASA that it intends to <br />apply to OWASA for public water and sewer service to serve only Orange County Tax Parcel <br />7.18.27C and that this application will be made under the provisions of the Agreement <br />authorizing public water and sewer service in the Rural Buffer to serve an essential public <br />facility. <br />BE IT FURTHER RESOLVED that Orange County welcomes comments, respectfully requested <br />to be received on or before June 7, 2005, from The Town of Carrboro, The Town of Chapel Hill, <br />The Town of Hillsborough, and OWASA regarding Orange County's intention to serve Orange <br />County Tax Parcel 7.18..27C with public water and sewer provided by OWASA. <br />This, the 17t" day of May 2005. <br />VOTE: Ayes, 4; Nay, 1 (Commissioner Gordon) <br />b. Resolution Establishing the Orange County Unified Transportation Advisory <br />Board <br />The Board considered a resolution establishing a transportation advisory board for <br />Orange County to study transportation issues in Orange County and, as appropriate, advise the <br />Bacc. <br />Transportation Planner Karen Lincoln said that this item is to consider a resolution that <br />would establish a transportation advisory board for Orange County to study transportation <br />issues in Orange County. In February, the County Commissioners voted to create the Orange <br />County Unified Transportation Advisory Board, that would consist of 14 members, with a 15t" <br />member being a Board of County Commissioners' liaison. The resolution establishes the <br />charge and the membership. The terms of the board members still need to be decided. <br />Commissioner Foushee questioned why afour-year term would be used as apposed to <br />a three-year term, which is normally used for boards and commissions. <br />Commissioner Gordon supported Commissioner Foushee's comments to have a regular <br />term of three years, with an initial term for seven of the members to be for two years. She <br />suggested the following terms: <br />5 people with a term of 1 year <br />4 people with a term of 2 years <br />5 people with a term of 3 years <br />Commissioner Jacobs suggested appointing the members before the summer break. <br />A motion was made by Commissioner Gordan, seconded by Commissioner Foushee to <br />approve a resolution establishing a transportation advisory board for Orange County to study <br />transportation issues in Orange County and, as appropriate, advise the BOCC, with the <br />designated terms as above. <br />
