The County has experienced success with <br />the lower bidder. <br />A motion was made by Commissioner Jacobs, seconded by Commissioner Halkiotis to <br />award bid number 1422 to Kraftsman, Inc. of Ramseur, North Carolina for the Mass Medication <br />Distribution Site/Site Area Command Post trailer and authorize the Purchasing Director to <br />execute the necessary paperwork. <br />VOTE: UNANIMOUS <br />k. Orange County Transfer of Development Rights (TDR) Task Force Formation <br />The Board considered approving the formation of the Orange County Transfer of <br />Development Rights (TDR) Task Force and authorizes the Clerk's Office to advertise for <br />volunteer Task Force members. <br />Commissioner Gordon made reference to page seven and the real estate interests and <br />real estate development industry representatives seem to be the same thing. She said that <br />Chambers of Commerce could be and/or Economic Development Commission, natural <br />areas/watershed advocates could be and/or Commission for the Environment. She suggested <br />that there be one representative for the real estate interests and one for banking/financial <br />institutional representatives and/or attorneys. <br />Commissioner Jacobs suggested grouping the utility providers. <br />The Board decided to defer this item. <br />6. Resolutions or Proclamations <br />a. Child Abuse Prevention Month <br />The Board considered a request to declare April as Child Abuse Prevention Month in <br />Orange County, and authorize the Chair to sign. <br />Rosetta Wash read the proclamation. <br />Child Abuse Prevention Month <br />April 2005 <br />WHEREAS, child abuse is a community problem and finding solutions requires involvement <br />among people throughout the community; and <br />WHEREAS, 1,296 children in Orange County were referred to Social Services for suspected <br />child abuse or neglect last year; and <br />WHEREAS, the impact of abuse and neglect lasts throughout life; and <br />WHEREAS, all residents should become more aware of the negative effects of child <br />abuse/neglect and become involved in supporting parents to raise their children in a safe, <br />nurturing environment; and <br />WHEREAS, children who are loved and nurtured grow up to be healthy, creative and <br />productive community members; and, <br />
