VOTE: UNANIMOUS <br />b. Orange County Public Transportation Community Transportation <br />Improvement Plan (CTIP) <br />The Board considered approving the Community Transportation Improvement Plan <br />{CTIP) for 2004-2009 and accompanying recommendations from the Transportation Services <br />Board {TSB) and CTIP Steering Committee. <br />Jerry Passmore said that the last plan expired in 1999. He introduced AI Terry and <br />Robert Bush, the consultant from Wilbur Smith Associates. He said that once the plan is <br />adopted, it will go to the State as part of the planning process and to be eligible for continued <br />capital acquisition of vehicles and continued funding for the Community Transportation <br />Program. <br />Commissioner Gordon said that she attended the meeting of the Transportation Services <br />Board. She said that she covered at the beginning of the meeting what they need to know that <br />is not in the packet. Her suggestion is to go ahead with the recommendations but add to the <br />language. She suggested adopting #1 and #2, with an addition on #2, "with the condition that <br />all expenditures are subject to the approval of the Board of County Commissioners." Also, <br />adopt #3, and then add a #4, "Operational or service level changes contemplated as a result of <br />CTIP findings and the recommendations will be further analyzed by staff and County <br />management for any operating ar capital budget implications before formal action is requested <br />of the BOCC. This analysis will include detailed financial analysis of the Hillsborough Express <br />Route and the East-West Route." <br />A motion was made by Commissioner Gordan, seconded by Commissioner Halkiatis ta: <br />1. Receive as information the Community Transportation Improvement Plan {2004- <br />2009} prepared by Wilbur Smith and Associates {Attachment 1). <br />2. Approve the recommendations of the Community Transportation Improvement Plan <br />as supported and submitted by the Transportation Services Board and the CTIP Steering <br />Committee {Attachment 2), with a condition that all expenditures are subject to the approval of <br />the Board of County Commissioners. <br />3. Authorize transmission of the CTIP and approved recommendations to the North <br />Carolina Department of Transportation as the five-year development plan far Orange County <br />Public Transportation. <br />4. Operational ar service level changes contemplated as a result of CTIP findings and <br />the recommendations will be further analyzed by staff and County management for any <br />operating or capital budget implications before formal action is requested of the BOCC. This <br />analysis will include detailed financial analysis of the Hillsborough Express Route and the East- <br />West Route. <br />Commissioner Jacobs said that the consultant and the Master Aging Plan recommend <br />separating Aging and Transportation.
