She said that they would not provide a document that says that the two districts <br />should merge or not, but they will compare the educational resources available to the children in <br />the districts. She said that a report should be ready by the February 15t" meeting. <br />Commissioner Halkiotis said that he has been impressed with the work of Dr. Grumet <br />and her team, as well as both school systems. He thinks that one of the mast interesting things <br />in the process is to see what other resources are available to children in bath school systems. <br />He thinks it will be enlightening. <br />Commissioner Jacobs said that he enjoyed his one meeting with the school collaboration <br />group. He suggested having a dinner meeting or having a separate meeting for this report. <br />Commissioner Halkiotis agreed. <br />Chair Carey asked if some of the questions that were raised have more to do with the <br />decisions that each school board might need to address, or decisions that the Board of County <br />Commissioners might need to make. Dr. Grumet said that even though the two entities have <br />specific functions, they do cooperate in the creation and funding of a single process. She said <br />that they would focus primarily on programs, on the needs of different subgroups in the districts, <br />and on the kinds and numbers of personnel available to address those needs. <br />Commissioner Gordon made reference to the comment about the differences between <br />schools in the same district. She said that in 1991, she was on the capital needs task farce and <br />she went to every single Schaal in both districts. What struck her was that the big difference was <br />not a difference between the two school districts. The big difference was between the older <br />schools and the newer schools within the two districts. She asked if Dr. Grumet was looking at <br />the setting in which the children were being taught. Dr. Grumet said that they did not look at this <br />with tremendous focus. <br />B. School SystemlCounty Financial Efficiency Report and Recommendations <br />Bob Segal went through his letter of January 14th, which is Attachment 2b. <br />Chapel Hill-Carrboro City Schools: <br />Telecommunications expenses -the expenses for CHCCS are still on the table and <br />are being evaluated. <br />Sales tax -CHCCS has amended the first return and asked for another $100,000 back. <br />They are working on 2002-2003 and making progress. <br />Cash Management -They hope to have this cash management system implemented <br />100°lo by the end of February. <br />Natural Gas -This has been implemented effective January 1St <br />Orange County Schools: <br />Universal Service Fundle-rate -This has been progressing nicely. <br />Cash Management -They have implemented part of this recommendation. <br />Orange County Government: <br />They are in a holding pattern at this time. <br />Collaborative Efforts: <br />Banking -They are beginning to draw information together from all three organizations. <br />For example, all three entities use the same banks. One of the objectives is to get all three <br />entities up to the highest grade of interest. <br />
