On the next page, there is a letter criticizing the County Commissioners because they <br />allowed a 10-acre lot subdivision by Pathways. He said that this could be corrected by a short <br />letter saying that it is not within the Board's purview. He is interested in what the thinking is <br />from the Ag Board an the effects of the 10-acre lot exempt subdivision. It was brought up at the <br />legislative goals that the Attorney provided guidance about the pros and cons and that the <br />County Commissioners cannot regulate subdivisions with all lots greater than 10 acres and no <br />public road. If this is having an adverse impact as perceived by the Ag Board, then it could be <br />discussed with the legislators. <br />Commission for the Environment: <br />Commissioner Gordon pointed out that the Environment Summit would be held on <br />Saturday, April 23rd, at the Carrboro Century Center from 9:00 a.m. - 12:00 p.m. <br />Historic Preservation Commission: <br />Commissioner Jacobs made reference to the third page and the comment about the <br />rehabilitation code, "consider County adoption of the North Carolina Rehabilitation Code." He <br />does not know what that is and why the Board would not adopt it. He also asked about the <br />Orange County designated historical landmark sign. Someone was supposed to make this sign. <br />Commissioner Halkiotis suggested just buying the sign. <br />Hyconeechee Regional Library Board of Trustees: <br />Commissioner Jacobs said that if there could not be a bond this year, then the Board <br />needs to address the siting of a library in the central part of the County. There has not been a <br />decision about whether it would go with the community college or somewhere else. He does <br />not want to lose the momentum. <br />Commissioner Halkiotis agreed and suggested making this part of the agenda for the <br />meeting with Hillsborough in February, as well as recreation and parks issues. He said that <br />when he visited the Durham Tech satellite campus last week, he learned that the current library <br />is not even 1,000 square feet. He thinks that they rely on the resources to come from the main <br />campus in Durham. He does not think it is very important to Durham Tech like it is to Orange <br />County. <br />Commissioner Jacobs would like to make a conscious decision to site the library <br />somewhere. <br />Planning Board: <br />Commissioner Gordon asked if they were operating by committees anymore. Craig <br />Benedict said that the Ordinance Review Subcommittee does convene if there is an ordinance <br />on topic. Also, there was a Rural Character and Farmland Protection Wark Group. An interim <br />report was presented to the Planning Board and they are still considering the recommendations. <br />He said that the Planning Board would like the Board to know that the goals far next year are <br />not prioritized in this document, and they would like to work through the spring to develop a <br />priority list. <br />Commissioner Jacobs suggested that the quarterly public hearing meetings would be a <br />good time to meet with the Planning Board, since the members are already in attendance. <br />Jahn Link said that there are no public hearing items for the next quarterly public <br />hearing, and he suggested that it could be a time to meet with Planning Board members. <br />Transportation Services Board: <br />Commissioner Gordon said that they are working with TTA to put a route from Chapel <br />Hill to Hillsborough to take over the OPT route, and OPT could potentially have a route from <br />Hillsborough to Durham to replace the one that was deleted by TTA. <br />
