Planning Director Craig Benedict made reference to the green sheet. He said that <br />Phase 2 outreach would be a different type of outreach, where they touch base with the related <br />boards and get input in writing before going out again to the general public. There will be four <br />general public outreach meetings, and they will try to keep the presentations lighter and more <br />interactive. <br />Commissioner Gordon asked how they follow up with the concerns of individual <br />members of the Planning Board. She also asked to see a copy of the materials used in the <br />public meetings. Craig Benedict said that they use the question and answer booklets that the <br />Board saw in the fall. They also present the five options that were presented to the Board on <br />October 21St. Based on the comments from the Planning Board, they are working on getting <br />people out to the presentation meetings on bath sides of the issue. <br />Commissioner Gordon asked Craig Benedict how he would speak to the significant <br />concerns the Planning Board has raised. Craig Benedict said that the Planning Board still <br />admits that in order to preserve the quality of life for the future, changes must be made. The <br />Planning Board is part of the process and will be weighing in now and in the future. <br />A motion was made by Chair Jacobs, seconded by Commissioner Foushee to approve <br />the Planning Staff's proposal for "Public Outreach Follow-up" that has been requested by the <br />Board to occur prior to formal Public Hearing on the Comprehensive Plan Land Use Element <br />Update; and authorize the staff to proceed. <br />VOTE: UNANIMOUS <br />d. Selection of a Professional Planning Consultant for the Development of a <br />Countywide Transfer of Development Rights iTDR} Program <br />The Board considered selecting a consultant to assess the feasibility of a Transfer of <br />Development Rights (TDR} program for Orange County far a sum not to exceed $39,100. <br />Commissioner Jacobs asked that the staff dispense with the presentation. <br />A motion was made by Chair Jacobs, seconded by Commissioner Halkiotis to approve <br />the selection of a consultant to assess the feasibility of a Transfer of Development Rights (TDR) <br />program far Orange County for a sum not to exceed $39,100. <br />VOTE: UNANIMOUS <br />e. Appointments <br />(1) Orange County Planning Board -Three New Appointments <br />The Board considered making new appointments to the Orange County Planning <br />Board. <br />Commissioner Gordon nominated Margaret Campion far Position 7 and Sandra Quinn <br />for Position 9. <br />Commissioner Jacobs nominated Jeffrey Schmidt for Position 1. <br />Commissioner Gordon nominated Richard Silverman for Position 1. <br />Chair Carey nominated Tim Webb far Position 7. <br />Commissioner Gordon withdrew her nomination for Margaret Campion for Position 7 <br />and her nomination for Richard Silverman, and nominated Margaret Campion for Position 1. <br />VOTE ON POSITION 1: Jeffrey Schmidt -Ayes, 3; Nays, 2 (Commissioner Foushee and <br />Commissioner Gordon) <br />Positions 7 and 9 were approved by acclamation. <br />The Board appointed Jeffrey Schmidt to an at-large position, first full term to expire <br />March 31, 2007; Tim Webb to an at-large position, partial term to expire March 31, 2005; and <br />Sandra Quinn to an Eno Township position, partial term to expire March 31, 2005. <br />(2) Intergovernmental Parks SIP} Work Group -New AppointmentstReappointments <br />
