a need for Orange County to develop a storm water permit for different watersheds. There may <br />also need to be retrofits for existing developments to meet the new reductions. <br />Geof Gledhill said that this is tied up in pre-litigation and the State is trying to make <br />counties the owners of all private retention facilities. <br />Commissioner Gordon asked if these rules were a result of people downstream in the <br />east thinking that counties upstream are causing the pollution. Dave Stancil said yes, to some <br />degree. <br />Dave Stancil made reference to forestry and said that they are considering the possibility <br />of working with the Division of Forest Resources on apre-harvest notification to let property <br />owners and local governments know before harvesting occurs. <br />Commissioner Gordon said that this could have implications for certain towns and she <br />asked the staff to look into the big picture. <br />11.
