He urged that these be sent to the local governments quickly because <br />they need help prioritizing the money to spend. These are also suited for Clean Water <br />Management Trust Fund applications. <br />Deborah Amaral said that they are delivering a full copy of the detailed assessment to each <br />government. <br />Commissioner Gordon asked about the funding possibilities. Bonnie Duncan said that their <br />funding comes from compensatory mitigation payments. They have a memorandum of <br />agreement with DOT to work proactively to develop these plans. They also operate an in-lieu <br />fee program, and they handle all of DOT's off-site mitigation needs. Any other funding comes <br />from the local governments. <br />
