Mills, Division Engineer <br />INFORMATION CONTACT: <br />Craig Benedict, 245 -2592 <br />Darcy Zorio, 245 -2582 <br />PURPOSE: To hold a public hearing for, receive public comment on and discuss the North <br />Carolina Department of Transportation's Proposed 2011 -2012 Secondary Roads Construction <br />Program for Orange County. <br />BACKGROUND: Chapter 136 -44.8 of the General Statutes of North Carolina (NCGS) require <br />that the North Carolina Department of Transportation (NCDOT) meet with the Board of County <br />Commissioners at a public meeting to present to and discuss with the Board and residents the <br />proposed secondary road paving projects (Secondary Roads Construction Program). NCDOT, <br />in compliance with NCGS 136 -44.8, posted a County map at the courthouse and at the <br />Southern Human Services Center on June 4th showing the tentative secondary road paving <br />projects, and has published notice of the public hearing in the News of Orange County, The <br />Chapel Hill News, and the Mebane Enterprise. <br />The 2011 -2012 allocation for Orange County secondary (Attachment 1) roads totals <br />$1,053,833. The allocation includes: <br />Est. Cost <br />I. Rural Paving Priority (2 road segments — 0.65 miles) $ 211,250 <br />II. General Secondary Road Improvements $ 760,000 <br />IV. Surveying, right -of -way acquisition, additions, contingencies, <br />overdrafts, etc. $ 82,583 <br />Total $ 1,053,833 <br />The last time funding was available for this program was in FY 2008 -2009. The FY 2011 -2012 <br />allocation represents a 5% decrease in funding from the $1,102,737 allocation for the 2008- <br />2009 Construction Program. <br />The roads included in the Program are Charlie's Dead End Road from SR 1343 (Mill Creek Rd) <br />to the end of maintenance, Buckhorn Road from end of pavement to begin pavement and <br />Whitfield Road from NC 86 to SR 1734 (Erwin Road). These projects can be seen on the <br />project map (Attachment 2). <br />
