4 <br />Recommended Action: OPC believes that this model is strong and will create the <br />greatest opportunity for successful implementation of a managed behavioral <br />healthcare system for our three counties. The OPC Area Board requests that the <br />Orange County Board of Commissioners approve the resolution to dissolve Orange, <br />Person, Chatham Mental Health, Developmental Disabilities and Substance Abuse <br />Authority and establish an area authority for the new fifteen county catchment <br />area. <br />Submitted By: Judy R.
