ORANGE COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 19, 2012 <br />Action Agenda <br />Item No. 5 — m <br />SUBJECT: Comprehensive Plan and Unified Development Ordinance (UDO) Amendment <br />Outline /Schedule for Efland Design Standards <br />DEPARTMENT: Planning and Inspections PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Comprehensive Plan and Unified Development Perdita Holtz, Planning Systems <br />Ordinance Amendment Outline Form Coordinator, 245 -2578 <br />(UDO /Zoning- 2012 -13) Craig Benedict, Director, 245 -2592 <br />PURPOSE: To consider and approve process components and schedule for amendments to <br />the UDO Text and /or Zoning Atlas regarding Efland Design Standards, currently scheduled for <br />the November 19, 2012 Quarterly Public Hearing. <br />BACKGROUND: The adopted Efland- Mebane Small Area Plan ( EMSAP) recommends that <br />design guidelines /standards be developed for the Efland "core" area (see Section B.1 of <br />attached form for link to plan). The EMSAP Implementation Focus Group (IFG) had begun <br />meeting in early 2010 to develop design standards, but Planning staff had to discontinue the <br />work in order to focus on the initial UDO and subsequent amendments. <br />Planning staff is now available to re -start the process and is seeking BOCC approval of the <br />process to be followed since the Amendment Outlines Forms are a new component of <br />amendments since 2010. The attached Form contains the information available at this time <br />regarding this project and the proposed process Planning staff intends to follow to complete the <br />project. <br />FINANCIAL IMPACT: Please refer to Section C.3 of Attachment. <br />RECOMMENDATION(S): The Manager recommends the Board approve the attached <br />Amendment Outline form and direct staff to proceed accordingly. <br />
