4 <br />Access to the facility shall be off of Mile Branch Road (SR 1532) and shall be <br />restricted by an automated gate. The facility will be secured with a perimeter fence. <br />The applicant will be proposing an exempt subdivision of the aforementioned <br />property coinciding with the proposed boundaries of the storage facility. <br />The property subject to this petition is located within the Agricultural Residential land <br />use category as denoted on the Future Land Use Map of the Comprehensive Plan <br />and the Rural Designated Area as denoted on the Growth Management System <br />Map. <br />Purpose: To review the item and receive public comment on the Conditional Zoning <br />District application. <br />3. Unified Development Ordinance (UDO) Text Amendment(s): In accordance <br />with the provisions of Section 2.8 Zoning Atlas and Unified Development <br />Ordinance Amendments of the Unified Development Ordinance (UDO), the <br />Planning Director has initiated text amendment(s) to the following sections of the <br />UDO: <br />a. Section 5.1.2 Uses Permitted as a Matter of Right <br />b. Sections 5.2.1 and 5.2.2 Table of Permitted Uses <br />c. Section 5.9 Standards for Utilities <br />d. Article 10 Definitions <br />Existing regulations are unclear as to the process required for the review and <br />approval of certain public utilities and do not adequately address the <br />development of solar arrays within the County. Proposed modifications are <br />designed to: <br />1. Modify and clarify existing regulations governing the development of <br />various utilities within the county, <br />2. Ensure proper references exist within permitted use tables to each <br />category of utility allowed, <br />3. Properly identify which review processes are required for utility <br />development, <br />4. Create new section(s) governing the development of solar arrays as <br />accessory uses for both residential and non - residential land uses, <br />5. Create new section(s) governing the development of solar arrays as a <br />principal use of property, and <br />6. Include new definitions within Article 10 relating to solar arrays. <br />Purpose: To review the item and receive citizen comment on the proposed text <br />amendments. <br />
