September 24th, a subcommittee of the DCHC TAC is going to meet with asub-committee of the
CAMPO TAC; and then on September 29th, both the TACs will meet together at Cisco from 9:00
- 11:00. The "regular" meeting of the TAC will be held immediately following that meeting. She
reported that at the last TAC meeting, they talked about the new metropolitan area boundary
(MAB). She thinks the County should develop a response. They need to find out what the
federal government requires and then make the County's position clear to the other jurisdictions
in the DCHC TAC.
Commissioner Gordon said that there was a public hearing at the last TAC meeting, and
one of the items was Elizabeth Brady Road. She said that NCDOT would hold a citizens
informational workshop on September 23rd regarding the Elizabeth Brady Road Extension. The
workshop will be at Cameron Park Elementary School library from 4:00 - 7:00 p.m.
Commissioner Gordon said that the Long Range Transportation Plan will be approved
shortly and that is why they are having the extra meeting on September 22nd. If there is
anything Orange County wants to submit about this, it needs to be sent in. Also, the staff
should find out the federal rules concerning potential expansion of the MAB (metropolitan area
boundary) by September 21St
Commissioner Carey asked if the staff knew why the federal government might want
them to expand the boundary. Commissioner Gordon said that it has to do with what is defined
as urban now, and also what will be urbanized in the next 20 years.
Commissioner Halkiotis asked for an update on what the Information Technology staff is
doing to clean up issues with email transmissions. He has received many spam/virus emails
and it has gotten worse.
Commissioner Halkiotis asked Economic Development Director Dianne Reid to give the
County Commissioners an update about what is happening in the greater Hillsborough area.
He said that he has heard a lot of talk among citizens. He would like a report on what is
happening at the old Wal-Mart site, the truck stop on Hwy 86, the car wash, Hampton Pointe,
the construction at the State Employees' Credit Union, and Waterstone Development. He would
rather hear from staff than from people on the street.
Commissioner Halkiotis thanked Chair Jacobs for sending them information on the tax
increment piece (Amendment One) that the Chapel Hill Town Council took action on last night.
He would like to know the pros and cons of this, how it impacts citizens of this County, and how
it interacts with what county government is doing.
Chair Jacobs said that Dianne Reid could report on that issue too.
Chair Jacobs congratulated the Human Services Advisory Committee for putting on a
Forum an Volunteerism and he appreciates the work that staff does on this.
Chair Jacobs pointed out that the I-85 widening scoping meeting is on September 15th at
the DOT building. For anyone in central Orange County that lives on property that backs up to
the interstate, it is going to be expanded to at least asix-lane highway, and it may have some
significant impact on their property. He said that the County Commissioners have repeatedly
asked DOT to consider putting an HOU lane on this and it is not even mentioned.
Chair Jacobs said that the Library Task Force has been meeting frequently and they
hope to have a series of recommendations for the County Commissioners in mid-October
regarding the Durham Technical Community College potential collaborations.
4.
