In addition, any such former user applying <br />again to be a user must pay any outstanding account plus <br />interest thereon at the legal rate *as it is established in <br />North Carolina General Statutes Section 24 -1, its <br />successor, and as the same is amended from time to time, <br />compounded annually. Any person who has actually used and <br />benefited from sewer service which has been supplied to <br />premises owned or directly occupied or used by that person, <br />for which service there is an outstanding indebtedness <br />remaining due the County, may become a user by completing <br />the application requirements in this article, by paying any <br />availability fee or other applicable fee and by paying the <br />outstanding indebtedness for the service which was supplied <br />to the premises owned or directly occupied or used by such <br />person. <br />V.
