He <br />recommended having some flexibility to add in bits and pieces of this language as needed. <br />A motion was made by Commissioner Halkiotis, seconded by Commissioner Brown to <br />approve the purchase of approximately 27 acres of land known as the Adams Tract, located at <br />the end of Watters Road in Carrboro (the specific acreage to be determined by a survey}; and <br />authorize the chair to sign the contract an behalf of the County, subject to final review by staff <br />and County Attorney; and authorize the Chair to sign the conservation easement on behalf of <br />the County, subject to final review by staff and County Attorney; and instruct the County <br />Attorney and staffs from ERCD and Finance to schedule and complete a closing an the property <br />on ar before September 30, 2004 (with the revisions in the language as made by Commissioner <br />Gordon above, subject to review by the Town of Carrboro}. <br />VOTE: UNANIMOUS <br />c. Advisory Board on Aginq -One New Appointment <br />The Board considered one appointment to the Advisory Board an Aging. <br />A motion was made by Commissioner Gordon, seconded by Commissioner Brown to <br />nominate Janice Wassel to the At-Large seat with an expiration of June 30, 2007. <br />VOTE: UNANIMOUS <br />A motion was made by Chair Jacobs, seconded by Commissioner Carey to nominate <br />Ross Fearrington to the Chapel Hill Township seat. <br />VOTE: UNANIMOUS <br />2. Oranae CountvlTown of Hillsborauah Urban Transition Area Task Force <br />The Board considered appointments to the Orange County/Yawn of Hillsborough Urban <br />Transition Area Task Farce. <br />Commissioner Brown said that there is a presumptive sentence that making the urban <br />services boundary automatically means increasing density. She said that density has <br />implications to the County budget, traffic, and air quality. <br />Craig Benedict said that it should say a relatively higher intensity than if it was on a well <br />and septic. He said that it means relatively higher density where water and sewer can be <br />provided more than a rural area. <br />Commissioner Brown said that the Planning Board seems to think that high density is <br />fabulous without any context to cast benefit or impacts. She wants to make sure this is a piece <br />of the discussion. <br />Wording will be added to this effect. <br />A motion was made by Commissioner Halkiotis, seconded by Chair Jacobs to nominate <br />Craufard Goodwin as a member and Renee Price as an alternate from the Planning Board. <br />VOTE: UNANIMOUS <br />A motion was made by Commissioner Gordan to nominate Deborah Judd from the <br />Recreation and Parks Board. There was na second. Commissioner Gordon was concerned that <br />there would be no women who were regular members of this group. The only woman appointed <br />was an alternate. <br />A motion was made by Commissioner Halkiotis, seconded by Chair Jacobs to nominate <br />Tam Magnuson and Deborah Judd for the alternate from the Recreation and Parks Board. <br />The Board agreed that Commissioner Brown would serve as the County <br />Commissioners' representative and Chair Jacobs would be the alternate. <br />VOTE: UNANIMOUS <br />
