APPROVED 9/9/2004 MINUTES <br />BOARD OF COUNTY COMMISSIONERS <br />SPECIAL SESSION AND REGULAR MEETING <br />June 23, 2004 <br />5:30 p.m. <br />The Orange County Board of Commissioners met for special session on Wednesday, June 23, <br />2004 at 5:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs and Commissioners <br />Margaret Brown, Moses Carey, Jr., Alice M. Gordon, Stephen Halkiotis <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY PRESENT: Geoffrey Gledhill, Sean Barhanian <br />COUNTY STAFF PRESENT: County Manager Jahn M. Link, Jr., Assistant County <br />Managers Rod Visser, and Gwen Harvey and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE IN THE CLERK'S OFFICE. <br />1. Additions or Changes to the Agenda <br />Chair Jacobs went through the following changesladditions to the agenda: <br />- Item 5-g budget ordinance <br />- Pink sheet with packet from Craig Benedict for item 8-b (Middle School #3} <br />- Orange sheet for 5-i (Budget Amendment #14) <br />- Yellow sheet -additional application for Human Relations Commission for item 9-c-4 <br />- Dark green sheets for 9-c-5 -additional appointment to be made to the Hyconeechee <br />Regional Library Board of Directors <br />- White sheet from County Attorney regarding Orange County Middle School #3 {item <br />8-b) <br />- Bright pink sheet for item 8-b - a letter from consultant who did an environmental <br />assessment <br />- Light yellow sheet - a petition from residents in Buckhorn Road and West Ten Road <br />area that are concerned about the mobile food stands at the flea market. The Chair <br />already has written a letter to the residents thanking them and assuring them that the <br />Board is working on these matters. The Manager will have a report soon about a <br />meeting with owners of the property. <br />- Teal sheet from Dave Stancil about the weigh station and the efforts to reduce air <br />pollution from diesel trucks as they are going through the I-85/1-40 corridor. <br />- Proposed PowerPoint about Durham Technical Community College <br />PUBLIC CHARGE <br />The Chair dispensed with the reading of the public charge. <br />2.
