Rod Visser said that they are trying to bring this in house by April 1, 2005. If they did not bring it <br />in house then they would save $102,000 in salaries and benefits from not adding the positions, <br />but they would have to add back in $75,000 to have Waste Industries continue the contract. <br />Commissioner Brown said that she did not see that there would ultimately be any savings and <br />Rod Visser said that the idea is that over aten-year period, the estimated savings would be <br />$8oa,aoa. <br />The funding for the positions would come from the Solid Waste Enterprise Fund. <br />YES <br />Decision Point 5 -Funding Reserves far Organizational Initiatives <br />• Animal Services Director <br />Commissioner Brown said that she is not sure what this means because there is no funding <br />involved. John Link said that the assumption is that the Board confirmed the structure of Animal <br />Control and the Animal Shelter in one department, supervised by the County Manager. He <br />cannot envision creating an Animal Services Department. They are still focusing on achieving a <br />smooth transition of assuming responsibility of the shelter by July 1St. The staff is <br />recommending eight ar nine months of salary for the Animal Services Director at this time. <br />There will be a recommendation on the structure of the department at the August 31 St work <br />session. <br />Commissioner Gordon agreed with Commissioner Brown in that she would like to decide first <br />what they are going to do. <br />Jahn Link recommended reserving six months' salary far this position and the Board agreed. <br />• Staff Attorney <br />Commissioner Brown said as long as this does not tie them up into a decision, she is fine with it. <br />Chair Jacobs would like to leave the money out this year and Commissioner Halkiotis agreed. <br />The Board agreed. <br />Donna Dean said that the amount of savings to move the EMS Basic from October 1St to <br />January 1St is about $60,000. <br />Chair Jacobs proposed saving the money and start January 1 St for the EMS (8} positions. <br />John Link said that the savings would be $17,000 to delay the Animal Services Director to <br />January. <br />Decision Point 6 -School Current Expense: <br />Commissioner Gordon made a two part proposal to address school funding equity. <br />First, she proposed, in the interest of giving the Orange County School System more funding, <br />increasing the County tax rate by one cent, which would give them $387,719 more and <br />decreasing the Chapel Hill-Carrboro District tax rate by .6, which would give them $170,541 <br />more. Second, she proposed, instructing County staff to prepare a recommendation for a <br />November 2004 vote on the Countywide Supplemental Tax which would be used to address <br />school funding equity. <br />Chair Jacobs proposed that the OCS spend $900,000 of their $2.8 million fund balance, which <br />would give them 96°l° of what they requested of the County. He does not see a need far a tax <br />rate increase. <br />
