County of Orange, NC RFP #5183 <br />Post -Start Date Implementation Tasks <br />Contingency Plan Review: Per the regulatory training requirements under NCDNER, RCRA <br />and OSHA, Clean Harbors' personnel are expected to review, learn, and acknowledge <br />understanding of the Site - Specific Operations Manual. <br />Training Folders will provide the necessary documentation to meet recording and record - keeping <br />requirements. Ideally the contingency plan review is completed on day one of contract <br />performance as a part of site orientation. <br />Validate and Document the Scope of Work: During the first 60 days of contract performance, <br />the Scope of Work being executed shall be validated and documented. Clean Harbors will have <br />weekly meetings and /or conference calls with Orange County representatives throughout that <br />time to discuss the documentation. The purpose of these meetings is to a) ensure that <br />expectations are being met; and b) that any service /performance shortcomings are properly <br />communicated. <br />Compliance Review: Clean Harbors shall also deploy our Regional Health, and Safety Manager <br />to visit the collection sites to conduct a compliance review. Conducted within the first 30 days <br />of contract performance, this review will check that all activities by our personnel maintain <br />applicable regulatory authority compliance; and do not at any time jeopardize Orange County's <br />compliance record. <br />CLEAN HARBORS' PROPOSED STAFFING PLAN <br />Our disposal pricing includes a full -time Project Manager at the current Eubanks Road location. <br />We will staff the Solid Waste Convenience Centers (SWCCs) with a full -time Project Manager. <br />Additional labor will be provided as needed on an hourly basis during periods of heavy usage. <br />Clean Harbors will also train at a minimum of two (2) "backup" employees in order to ensure <br />continual operation during times when onsite staff are on vacation or call in sick.
