111. SCOPE OF WORK <br />A. Screening and Collection of Waste <br />Residential hazardous waste from Orange, Chatham, Durham and Wake County residents is to be <br />accepted at the Eubanks Road facility. CESQG waste from Orange County will also be accepted at the <br />Eubanks Road facility. Only residential hazardous waste is to be accepted at the County's northern <br />district site, the Walnut Grove Solid Waste Convenience Center. <br />The County will provide promotional literature that will illustrate the materials accepted at each of the sites. <br />This information will indicate that explosives, radioactive materials, biologically active or infectious waste, <br />and asbestos are not acceptable. Should the County elect to accept excluded waste, the County shall be <br />responsible for the proper disposal of this waste. However, if or when such material is delivered, effort <br />must be made by the Provider to assist the County in the proper disposal of such materials. <br />Provider must attempt to identify received unknowns, and analyze unknown material on site where <br />necessary to allow for its disposal. <br />In general, it is the County's desire to not simply "turn away" a participant and risk improper disposal of <br />wastes. Parties that must be refused will be offered assistance in seeking proper disposal options. <br />B. Waste Identification /Packaging <br />Provider personnel will perform waste identification of material for documentation and segregation <br />according to Hazard Class and must bulk or package in containers approved by State and Federal <br />regulations. Each container must be manifested, labeled and coded in accordance with all pertinent State <br />and Federal regulations. <br />C. Labor <br />Provide comprehensive staff trained in HHW collection, segregation, bulking, securing for transport, <br />emergency procedures, etc, as required to comply with contract requirements. <br />D. Temporary Storage <br />Storage time and restrictions will be determined by Federal, State, and local regulations, safety <br />considerations, space demands, and expense to the County for frequent pick -up and disposal by the <br />Provider. County's facility is currently permitted by the State to allow for 90 -day storage of hazardous <br />materials, and Provider may leave partially filled containers in County's facility between collections in order <br />to maximize program efficiency. Provider will be responsible for all waste stored in County's facility. <br />County certifies that County's facility is secure and equipped with adequate fire suppression system and <br />alarm. <br />Temporary storage at the Walnut Grove SWCC must also follow all conditions as listed above. County will <br />provide a Chemical Storage unit with proper fire suppression and safety features at the new Walnut Grove <br />SWCC. <br />E. Transportation and Disposal <br />As needed, hazardous wastes are to be transported off -site in vehicles permitted for such transportation, <br />according to State and Federal regulations by drivers properly trained and licensed to transport hazardous <br />wastes. Unless otherwise directed by County, waste must be disposed through treatment, recycling, and / <br />or through incineration, with landfilling as a last resort. Materials sent for secure landfilling must be <br />managed at a Federally permitted hazardous waste disposal site. <br />F. Reporting /Documentation <br />The Provider shall turn over to the County a copy of a Manifest listing of all wastes packed for disposal <br />prior to leaving the collection site. The Provider shall finalize and / or complete all Manifest and shipping <br />papers upon receipt of waste at Provider's TSDF facility, and shall provide a completed copy of Manifest to <br />County for County records within fifteen (15) working days of collection. The Provider shall provide a <br />Certificate of Disposal document attesting that all waste received from County's program has been <br />properly disposed of.
