b. This district shall only be applied where water and sewer are available <br />at the site or are to be made available to the site as part of the <br />development approval process. <br />c. No drive through facilities may be constructed in this district. <br />d. A justification for any deviation to development standards must state a <br />public benefit or purpose. <br />(4) Supplementary District Requirements. Structures in the LNR District <br />shall not exceed 5,000 square feet in gross floor area. <br />(5) Hours of Operation. If hours of operation are to exceed the EDD limits of <br />6:00 AM until 11:00 PM, a Class A Special Use Permit shall be required. <br />(6) Buffer around exterior boundary of the EDD. When a site within the <br />ED -LNR District adjoins the exterior boundary of the EDD, the perimeter <br />buffer of the EDD may be reduced to fifty- (50) feet. Landscaping in <br />accordance with the EDD design manual shall be installed. <br />(7) Interconnectivity between parcels. All parcels shall provide for <br />interconnectivity between parking areas if determined necessary by staff. <br />(E) ED -O Economic Development — Office District <br />Planned Development- Economic Development — Office <br />(1) Purpose. The ED -O District is primarily intended to accommodate high <br />intensity office uses and supporting services. The district is intended to be <br />located on large areas within the Economic, Development District. The <br />district may contain limited commercial uses within employment centers. <br />(2) General Dimensional Requirements — ED -O <br />(3) Application Criteria <br />a. This district will be applied in the Hillsborough Area Economic <br />Development District. <br />b. This district shall only be applied where water and sewer are available <br />at the site or are to be made available to the site as part of the <br />development approval process. <br />c. All outparcels within the ED -O district shall have internal access to the <br />development. <br />d. No drive through facilities may be constructed in this district. <br />e.
