6 <br />(3) Application Criteria <br />a. This district will be applied in the Hillsborough Area Economic <br />Development District. <br />b. This district shall only be applied where water and sewer are available <br />at the site or are to be made available to the site as part of the <br />development approval process. <br />c. No drive through facilities may be constructed in this district. <br />d. A justification for any deviation to development standards must state a <br />public benefit or purpose. <br />(4) Interconnectivity between parcels. All parcels shall provide for <br />interconnectivity between parking areas if determined necessary by staff. - <br />(D) ED -LNR Economic Development— Linear Office District <br />(1) Purpose. The ED -LNR District is intended to accommodate low to <br />moderately intense medical, professional, administrative and government <br />office on small to mid -sized sites. The district is intended to be located on <br />the periphery of established residential areas and along major and minor <br />thoroughfares. The district is established to provide convenient locations <br />for offices, the size and operating characteristics of which require limited <br />parking and which generate little traffic.
