26 <br />13. When examining development proposal, another consideration relates to <br />traffic patterns that are created from the traffic attractions (i.e. those <br />employment, business, industry and service elements) and the location <br />and distribution of traffic generators (i.e. housing and commuter patterns <br />of traffic). <br />TRANSPORTATION ACCESS <br />Access points for individual projects shall be reviewed in relation to adjacent <br />properties and in a comprehensive manner.. Location and width of access points <br />and uniform construction of driveways with adequate radii (minimum of 20 foot <br />radius; maximum of 40 feet) shall be given a high .priority in the review process. <br />The Buffers and Transportation Plan adopted.along with this ordinance shall <br />serve as a guideline for thoroughfare planning with the Hillsborough Area EDD. <br />HILLSBOROUGH AREA EDD GENERAL DESCRIPTION AND ADJACENT <br />PROPERTIES <br />The district is characterized by widely scattered single - family residential <br />development, consisting of low- density subdivisions and a mobile home park. <br />Two subdivisions which adjoin the district, Stagecoach Run and Cornwallis Hills, <br />deserve special attention. <br />Lots in Stagecoach Run average approximately one - and - one -half acres in size <br />and 3-4 dwelling units per acre in Beckett's Ridge. Because of the low- density of <br />the subdivisions, an Office Residential (moderate density residential and max two <br />story office) Development Area has been designated adjacent to its boundaries <br />where residential densities are limited to between two and five dwelling units per <br />acre. Areas. within which this density limit applies have been identified on the <br />schematic plan with a yellow designation. <br />The Offce Residential Development Area has been extended around the full <br />circumference of the district except where it abuts Cates Creek, the northern <br />boundary of the district. The floodplain and the steep slopes bordering Cates <br />Creek and its tributaries allow an Office /Office Flex Development Area to be <br />located adjacent to Cornwallis Hills, a moderate - density subdivision with <br />densities of three dwelling units per acre. <br />Because this "natural buffer" may not be sufficient to eliminate land use impacts <br />such as noise, site plans must include mitigation devices for this purpose. <br />Criteria for the preservation of the floodplain as well as other natural features are <br />discussed in section 3.2 - Landscape Design. Techniques for reducing noise <br />Levels are highlighted in 2.4 - Environmental Factors. <br />HILLSBOROUGH AREA EDD SPECIFIC DESCRIPTION <br />Area. A <br />The northern portion of the district includes a "finger -like" projection along the <br />west side of Old NC Highway 86, extending from Cates Creek to Oakdale Drive. <br />
