Minutes from October 13, 2011 Joint <br />BOCC /Carrboro Board of Aldermen <br />Meeting <br />PURPOSE: To receive and review the Town of Carrboro Board of Aldermen's comments on, <br />and suggested revisions to, siting criteria for the proposed southwestern branch of the Orange <br />County library. <br />BACKGROUND: On October 13, 2011, staff presented siting and property evaluation criteria <br />for the southwestern branch of the County library during a joint meeting of the Board of County <br />Commissioners (BOCC) and the Carrboro Board of Aldermen. Minutes from this meeting are <br />provided at Attachment D. <br />During the meeting, the BOCC invited the Town to provide comments on the criteria. County <br />staff received these comments in a letter from Carrboro Mayor Mark Chilton, dated March 6, <br />2012 (Attachment A). County staff has reviewed and evaluated the Town's suggestions <br />(Attachment B). Staff is also recommending modifications to the siting criteria in an attempt to <br />address comments made during the joint meeting. <br />FINANCIAL IMPACT: There are no financial impacts associated with the comment and /or <br />adoption of the library siting criteria. The review of potential library locations, within Phases 1 <br />and 2, would be conducted by existing County staff within adopted budgetary parameters. <br />It should be noted, however, that Phase 3 of the process may require a financial investment to <br />secure development rights for selected properties. This `investment' will vary depending on the <br />individual property. Phase 3 may also include the need for the County to incur "initial due <br />diligence" costs to ensure the viability of selected properties. <br />
