He <br />thought there were some restrictions on the line and that no one could tap into it. Dave Stancil <br />said that they would be asking the Board to evaluate the water and sewer possibilities, so this <br />could be included. <br />Commissioner Halkiotis said that the idea of portable toilets totally turns him off. <br />Commissioner Gordon asked what would be used of the budget and Dave Stancil said $1.2 <br />million for phase 1. Phase 1 of the park could possibly be open in spring 2Q07. <br />Commissioner Halkiotis asked about the number of wells far irrigation. Recreation and Parks <br />Director Lori Taft said that it depends on haw deep the wells would be. There would need to be <br />a lot of water for irrigating the six fields. <br />Commissioner Halkiotis said that there needs to be a serious discussion on what is expected <br />from these fields. He said that a million gallons of water a year throws up flags for him from a <br />lot of perspectives. There needs to be a realistic proposal. He said, with all due respect for the <br />school systems, unless there is some ironclad agreement, once the coaches and the people <br />move into the buildings, the fields belong to them and they do not belong to the people. <br />Chair Jacobs said that he hears those problems at Cedar Ridge. Commissioner Halkiotis said <br />that it is the same stuff everywhere. <br />Commissioner Brown said that it seems that there may need to be a groundwater study. <br />
