to pay for the loss of use of the property of those who are protecting their water supply. He said <br />that this does not seem to be part of this proposal. He suggested adding a comment that the <br />Board would like to see some discussion about haw Durham proposes to help compensate <br />Orange County property owners for protecting its water supply, when Durham does not seem <br />committed to protecting the water supply of others. <br />Chair Jacobs asked if there was a timeframe with the courtesy review agreement to get <br />notice. There is a timeframe with the Hillsborough courtesy review agreement. Craig Benedict <br />said that it varies between different development proposals. It is lengthier than Hillsborough's. <br />Chair Jacobs recommended a minimal 45-day notice and Craig Benedict said that he <br />would add this to the resolution of agreement. <br />Chair Jacobs said that he would like to see the Planning Board have an opportunity to <br />comment also. He asked Craig Benedict to incorporate the items he brought up in an amended <br />resolution. Craig Benedict said that the comprehensive plan does have a deadline far <br />comments of June 16tH <br />Commissioner Gordon suggested approving the resolution, with the stipulation that the <br />Chair will work with the Planning Director to incorporate the comments of the Board for the <br />comprehensive plan, but the courtesy review process will come back as a consent agenda item. <br />Commissioner Halkiotis asked for someone to go through the County Commissioners' <br />archives of the Manager's files. The Board sent a letter to Durham regarding the compensation <br />issue. He does not think there was a response. He thinks this letter should incorporate this <br />latest proposal. <br />Commissioner Brown asked how Orange County's ordinances differ from Durham's. <br />Craig Benedict said that the staff would work on getting this information. <br />Craig Benedict pointed out that Durham projects a demand for 167,000 units by 2030. <br />Commissioner Gordon said that Durham is not giving Orange County enough time to <br />comment on the comprehensive plan. She asked that it be communicated to Durham that they <br />really need more time. <br />A motion was made by Chair Jacobs, seconded by Commissioner Carey to forward <br />comments to Durham City and County regarding their comprehensive plan that would include <br />the possible compensation for watershed protection accompanied by the Board's previous <br />resolution on that subject; and that the resolution on page 3 (with changes for a minimum time <br />period} regarding the courtesy review agreement be brought back on a consent agenda. <br />Commissioner Gordon suggested adding the comment about having more time for <br />review of the comprehensive plan. The Board agreed. <br />VOTE: UNANIMOUS <br />7. Special Presentations <br />a. Fairview Park Report <br />The Board considered a series of maps showing existing, proposed, and potential uses <br />of the properties belonging to Orange County and the Town of Hillsborough in the Fairview <br />Park, Orange County Public Works vicinity and direct County staff as to how the Board wishes <br />the staff to proceed. <br />Chair Jacobs pointed out the revised map. He recognized Mayor Phelps and members <br />of the Fairview community. <br />John Link emphasized that this presentation is representative of staff discussion <br />between Orange County and Hillsborough. They fully recognize that the County <br />Commissioners' and the Town Board's suggestions will ultimately determine the final map. He <br />said that alternative 3 is actually iteration 3 and is the best combination of uses, according to <br />staff, between the County and the Town. <br />
