SCOPE OF WORK <br />Legacy Research Associates, Inc. (Legacy) is pleased to submit this proposal for a survey <br />of cultural resources for the proposed 391 -acre Little River Regional Park and Natural Area <br />in Orange and Durham Counties, North Carolina. <br />This proposal presents our understanding of the project and the methods we will use in <br />performing these studies; our fees are detailed in the attached itemized budget. The <br />proposal is based on a request for a proposal from the Orange County Environment and <br />Resource Conservation Department, as well as additional background information <br />obtained from the North Carolina State Historic Preservation Office, our previous <br />archaeological work in the Orange and Durham county area (Joy and Becker 1999; Stine <br />and Hargrove 1999), and our experience in documenting gristmills in the Carolina <br />Piedmont region (Joy et al. 2000). <br />Legacy proposes to provide the following services as requested by the RFP. Following <br />background research, the initial stage of fieldwork will be an intensive survey for <br />archaeological resources within the areas of the property that have been identified for the <br />construction of park facilities, as well as the mill site located along the North Fork of the <br />Little River. A limited field investigation will be conducted on the remainder of the <br />property. <br />The proposed studies will comply with pertinent state laws and regulations, including the <br />North Carolina Office of State Archaeology's Guidelines for Preparing Archaeological <br />Survey Reports and Archaeological Curation Standards and Guidelines. The research will <br />also be compatible with relevant federal regulations and guidelines, including the Advisory <br />Council on Historic Preservation's Procedures for the Protection of historic and Cultural <br />Properties (36 CFR 60, 800 et seq.); and the Secretary of Interior's Standards and <br />Guidelines for Archaeology and historic Preservation. The survey will also comply with the <br />Register of Professional Archaeologists' Standards of Research Performance. <br />RESEARCH METHODS <br />The cultural resource survey will be conducted in four stages: (1) Literature and <br />Background Research; (2) Field Investigations; (3) Laboratory Analysis; and (4) Technical <br />Report of the Archaeological Investigations. <br />Task 1: Literature and Background Research <br />The first task will consist of a review of the available archaeological and historical <br />literature concerning the project area. This work will be completed prior to the beginning <br />of fieldwork. This research will provide data on known resources in and around the survey <br />area, as well as the environmental and cultural perspectives necessary for interpreting the <br />survey results, and will be fully documented in the final report. <br />N, <br />
