Clifton, Jr., Manager, 245 -2300 <br />John Roberts, County Attorney, 245 -2318 <br />Craig Benedict, Planning Director, <br />245 -2585 <br />David King, General Manager, Triangle <br />Transit, 485 -7424 <br />PURPOSE: To conduct a public hearing on the potential placement of a Y2-percent sales tax <br />referendum on the November 2012 ballot as a funding source for implementing the Bus and <br />Rail Investment Plan in Orange County. <br />BACKGROUND: The Bus and Rail Investment Plan in Orange County and Triangle Transit <br />Authority /Orange County Implementing Agreement describes Orange County's plans to utilize <br />revenue from the %- percent sales tax, if the Board establishes a referendum on the tax and it is <br />approved by Orange County voters. The Plan includes elements such as: <br />• Fixed guideway transit (Light Rail Transit) <br />o Orange County's transit partnership (i.e. Cost Share agreement) with Durham <br />County <br />• Expanded or new bus service (local, rural and regional) <br />• Martin Luther King Jr. Blvd. bus lanes <br />• Small capital transit facilities (park and ride lots including Hillsborough Amtrak train <br />station, etc.) <br />In addition to revenue generated through the addition of a Y2- percent sales tax, the <br />implementation of the Bus and Rail Investment Plan in Orange County will require revenue from <br />a $7.00 county tag fee, a $3.00 increase to the current Triangle Transit tag fee, and triangle <br />regional rental car fee revenues. <br />The Bus and Rail Investment Plan in Orange County approved 'in principal' at the Board's May <br />15, 2012 regular meeting, subject to a variety of corrections, is also on the Board's agenda for <br />
