ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 5, 2012 <br />Action Agenda <br />Item No. 5 - I <br />SUBJECT: Rejection of All Bids for Construction of Walnut Grove Church Road Solid <br />Waste Convenience Center and Authorization to Rebid <br />DEPARTMENT: Solid Waste PUBLIC HEARING: (Y /N) No <br />ATTACHMENT(S): <br />Bid Tabulation <br />INFORMATION CONTACT: <br />Michael Talbert, 919 - 245 -2308 <br />Gayle Wilson, 919 - 968 -2885 <br />David Cannell, 919 - 245 -2651 <br />PURPOSE: To reject all bids received and authorize staff to rebid for the construction of the <br />Walnut Grove Church Road Solid Waste Convenience Center. <br />BACKGROUND: On March 28, 2012 Orange County advertised Bid Number 367 -283 for the <br />construction of the Walnut Grove Church Road Solid Waste Convenience Center. A prebid <br />conference was held on April 11th with County Staff and the Engineering firm of HDR <br />Engineering, Inc., with HDR taking the lead as design engineer. Eleven contractors attended <br />this meeting. Sealed bids were received by Orange County on April 25, 2012 with four (4) <br />companies submitting bids for the project. Attached is a tabulation of the bid results. <br />Both the low bidder and second low bidder have asked to withdraw their bids due to significant <br />omissions in their base bids. If the Board rejects all bids, staff will re- solicit bids over the <br />Board's summer break and will present that bid to the Board for award at the August 21, 2012 <br />regular meeting. A peer review by a third party engineering firm of the bid documents will be <br />completed prior to rebidding to both insure accuracy of the documents and lessen the chance <br />for any confusion on the part of the contractors bidding the project. <br />FINANCIAL IMPACT: There is no financial impact associated with rejecting all submitted bids, <br />but there will be a delay for projected opening of the redesigned facility until early winter of this <br />year. The engineers' project estimate is $1,249,767. <br />RECOMMENDATION(S): The Manager recommends that the Board reject all bids for Bid <br />Number 367 -283 for the construction of the Walnut Grove Church Road Solid Waste <br />Convenience Center and authorize staff to rebid the project and present a recommended bid to <br />the Board for award at the August 21, 2012 regular Board meeting. <br />
