23 <br /> 1 Commissioner McKee said that he is for expanding the bus service and that there are <br /> 2 ways to do this without the light rail. He thinks that it should be put on the 2045-2055 <br /> 3 timeframe. <br /> 4 Discussion ensued about the $14.4 million for operating costs and if this was correct. <br /> 5 David King said that this is a 25-year look into the future and it turns on several <br /> 6 important assumptions—sales tax, federal budget, how fast the costs grow, etc. He cautioned <br /> 7 the Board to not get too caught up in the numbers. <br /> 8 Commissioner Gordon made reference to page 29 and information given in 2011 <br /> 9 dollars. She said that, in 2011 the County Commissioners were talking about Orange County <br /> 10 paying for the Orange County portion and the part of Chapel Hill that was in Durham County for <br /> 11 a total of$330 million. Then there was negotiation and it was negotiated that Orange County <br /> 12 would pay$316.2 million. She asked for clarification of some of the numbers on page 29. <br /> 13 <br /> 14 Patrick McDonough clarified these numbers. <br /> 15 <br /> 16 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> 17 to continue the meeting past 10:30 p.m. <br /> 18 VOTE: UNANIMOUS <br /> 19 <br /> 20 Commissioner Gordon made reference to page 23 and section VI showing the Orange <br /> 21 Financial Plan data. She said this information is difficult to understand because of the <br /> 22 differences between 2011 dollars and year of Year of Expenditure dollars. She asked Triangle <br /> 23 Transit to add clarifying information. She then referenced page 30 of Appendix A which <br /> 24 showed total plan revenues and costs. She said that the total plan costs on page 23, which <br /> 25 added up to $648 million, did not correspond to the total plan costs, which are given as $659.9 <br /> 26 million in Appendix A. <br /> 27 Commissioner Gordon asked what Durham County had affirmed and not affirmed in <br /> 28 their work session. <br /> 29 Wib Gulley said that Durham County accepted the $316.2 million for capital. <br /> 30 Commissioner Yuhasz asked who would be borrowing the money. <br /> 31 Wib Gulley said that Triangle Transit would be the borrowing entity. <br /> 32 Commissioner Yuhasz said that he does not understand why the $25 million keeps <br /> 33 showing up in the Orange County plan if it is not an Orange County debt. Wib Gulley said that <br /> 34 it is an effort to show how the plan works. He said that it could be rewritten to ensure that <br /> 35 Orange County is not signing up for any debt. <br /> 36 Chair Pelissier made reference to page 6 and said that there is no mention of cost <br /> 37 share for buses between Orange County and Durham County. She said that she received an <br /> 38 email from TTA that this was an oversight. She suggested adding in that all of the regional bus <br /> 39 lines are cost shared 50/50 between Orange County and Durham County. This needs to be in <br /> 40 the plan. <br /> 41 David King said that they have drafted some language for this and it will be at the end <br /> 42 of the first full paragraph on page 6: "costs and expenses for regional bus service for the <br /> 43 Durham and Orange County Regional Plan shall be shared on a 50150 basis." <br /> 44 Chair Pelissier made reference to page 7, and "a portion of revenues identified will be <br /> 45 used to support existing bus service." To be consistent, she suggested saying "only those <br /> 46 revenues from the vehicle registration tax will be used to support existing bus service." <br /> 47 Chair Pelissier made reference to page 9 and bus capital investments. She said that <br /> 48 she would like to specify bus shelters in both rural and urban areas and not just urban areas. <br /> 49 Chair Pelissier made reference to page 8 and the first sentence, after the word <br /> 50 "appropriated", she would like to add, "at the outset." <br />
