22 <br /> 1 Transit Plan <br /> 2 Commissioner Jacobs made reference to Will Raymond's comments and said that the <br /> 3 County Commissioners did solicit comments from the public at the open houses and he asked <br /> 4 about the comments. It was answered that the County Commissioners were shown the <br /> 5 comments at a work session. <br /> 6 Commissioner McKee asked for clarification on the debt. In the packet dated May 8th <br /> 7 on page 22 it shows a debt of$19 million; and then on page 20 it says $28 million. He asked <br /> 8 for an explanation of the difference. <br /> 9 Patrick McDonough said that they needed to address the difference between Durham <br /> 10 County and Orange County and the operational costs and the minor disagreement. This has to <br /> 11 be addressed with cash balances. He said that $25 million borrowed in the early 2020's will <br /> 12 equal $19 million when the payments are taken into account until 2035. The County is <br /> 13 borrowing $25 million, but will make $19 million in debt payments between then and 2035. <br /> 14 Commissioner McKee made reference to the May 11th handout, which says that a total <br /> 15 of$28 million will be borrowed. Patrick McDonough said that this is a typo. It should say $25 <br /> 16 million. This is also on page 21. <br /> 17 Chair Pelissier asked for clarification on the typographical errors so that it is on the <br /> 18 record. <br /> 19 Patrick McDonough said that on page 21, $28 million will be corrected to $25 million. <br /> 20 To the extent that any other number in the document refers to borrowing $28 million, it will be <br /> 21 corrected to $25 million. <br /> 22 Commissioner McKee made reference to the May 11th document under Financial Plan <br /> 23 Data, and the Hillsborough rail station of$9 million. He asked who was paying for this. Patrick <br /> 24 McDonough said that the contribution of Orange County is 10%. This is a permanent building <br /> 25 with platforms, etc. <br /> 26 Chair Pelissier asked that everyone look at the updated plan only from May 15th. She <br /> 27 said that on page 41 it shows the breakdown of financials. <br /> 28 Commissioner McKee said that the County Commissioners have discussed park and <br /> 29 rides to serve the rail stations. They also talked about expanded zones of opportunity for <br /> 30 people to be able to go to a park and ride and be able to access the light rail. He said that he <br /> 31 does not see this anywhere. There should be shuttle services from park and rides to the light <br /> 32 rail stations. <br /> 33 Patrick McDonough made reference to Appendix A and clarified where these <br /> 34 shuttles would be. <br /> 35 Commissioner McKee made reference to transit fares and asked how this would work. <br /> 36 Patrick McDonough said that Chapel Hill has made a policy decision to be fare free. <br /> 37 Commissioner McKee asked if fare free was sustainable. Patrick McDonough said that <br /> 38 the entities have tried fare free before and the reason it failed was because they put a flat <br /> 39 contribution and did not account for inflation <br /> 40 Commissioner McKee said that his intent is to insist that Orange County taxpayers are <br /> 41 not imposed upon. <br /> 42 Commissioner Gordon asked for clarification on operation and maintenance costs on <br /> 43 page 11, where it states that the costs are $14.4 million. She said that it does not correspond <br /> 44 with the information on page 29, where the operation and maintenance costs add up to $13.3 <br /> 45 million. Patrick McDonough said that this is probably a typo on the Durham County side. <br /> 46 Commissioner Gordon stated that on page 20, the initial proceeds for the local revenue <br /> 47 stream in 2012 were given as $770,000 for the $7 vehicle registration fee and $330,000 for the <br /> 48 $3 increase in the fee. However, on pages 21 and 22 the numbers given were $580,000 and <br /> 49 $250,000 respectively. <br /> 50 <br />
