15
1 1. Follow Orange County's approved public and inclusive advisory board process to
2 seek applicants and select candidates
3 2. Extend the deadline to solicit a wider pool of qualified applicants
4 3. Take steps listed below to ensure fair, representative board selection and
5 composition
6 Scope; Goals &Objectives:
7 1. Adhere to authority of Orange County General Policy for BOCC Advisory Boards revised
8 and approved in February 2012
9 2. Use the established public process coordinated by the county clerk to seek a wider,
10 more diverse and representative pool of candidates
11 3. Include among the new board's charge and goals: supporting goals & objectives of
12 Orange County's Comprehensive Plan and BOCC planning principles
13 4. Post documentation of EDC board history
14 Membership:
15 1. Adhere to General Policy for BOCC Advisory Boards as specified in items 2, 3 and 4
16 below
17 2. "Appointments to advisory boards will be initiated with a public application process from
18 individuals, advisory boards, or community and professional organizations"
19 3. Select nominees who "maintain their domicile in Orange County"
20 4. "Endeavor to appoint members who represent the ethnic, cultural, demographic and
21 geographic diversity of the community"
22 5. Include green and environmentally innovative businesses in "core business community"
23 category
24 6. Extend application deadline to seek a wider and more diverse pool of applicants for
25 each category
26 The list of potential appointees to a new Economic Development Advisory Board is
27 incomplete and not representative of Orange County's wealth of diverse professionals
28 with economic development, business, entrepreneurial, agricultural, environmental, and
29 nonprofit expertise. PRO urges commissioners to allow sufficient time to follow an
30 open, public process adhering to Orange County's General Policy for BOCC Advisory
31 Boards.
32
33 A more thorough, inclusive, established process will expand the county's options by
34 drawing upon a broad spectrum of professionals residing in Orange County who have not yet
35 had the opportunity to apply. By seeking qualified applicants in a public process consistent with
36 the county's goals and objectives, Orange County citizens will benefit from the guidance of a
37 strong, diverse board advising on Orange County's economic development efforts with a more
38 comprehensive range of experience and skills.
39
40 Thank you,
