12 <br /> 1 said that this time if the values go down, the County will have to increase the tax rate to stay <br /> 2 revenue neutral for the County. This will yield the same result for citizens, except the motor <br /> 3 vehicle taxes will go up. She said that putting this off would mean that there would be more <br /> 4 data and a tax increase would be delayed. <br /> 5 Commissioner McKee said that revenue neutral does not equal tax neutral. <br /> 6 Commissioner Gordon said that her concern is with the equity. The reason to revalue is <br /> 7 to be fair. She asked if the issue was that there was not enough data to do a reliable <br /> 8 revaluation and Jenks Crayton said yes. <br /> 9 Commissioner Jacobs said that a year ago the Manager recommended not doing a <br /> 10 revaluation and the Board of County Commissioners decided to go ahead with the revaluation <br /> 11 in order to stay on the same schedule. He said that the data has taken him aback. He said <br /> 12 that it has been made clear to him that they need to delay the revaluation because the data <br /> 13 does not support moving forward with one. <br /> 14 Commissioner McKee said that the County should remain on a four-year cycle. <br /> 15 Chair Pelissier echoed Commissioner Jacobs' comments. She said that the revaluation <br /> 16 is not really about what the tax rate is, but it is really making sure that people are taxed <br /> 17 equitably relative to one another. The equity is a very important issue. <br /> 18 A motion was made by Commissioner Hemminger, seconded by Commissioner Jacobs <br /> 19 to approve the resolution establishing the year 2015 for the next general reappraisal of real <br /> 20 property in Orange County. <br /> 21 <br /> 22 Commissioner McKee said that there will be a perception that while property values are <br /> 23 going up, Orange County is ready to go forward with a revaluation, but when property values <br /> 24 are decreasing, Orange County is not willing to go forward with this same procedure. <br /> 25 Commissioner Yuhasz said that he was in favor of doing the revaluation a year ago, but <br /> 26 now it is about equity. He is in favor of delaying it to 2015. <br /> 27 <br /> 28 VOTE: Ayes, 6, No, 1 (Commissioner McKee) <br /> 29 <br /> 30 A motion was made by Commissioner McKee to put the revaluation savings of$350,000 <br /> 31 toward employee compensation. <br /> 32 There was no second. The motion failed. <br /> 33 <br /> 34 Resolution Establishing the Year of the Next General Reappraisal <br /> 35 <br /> 36 Whereas, Orange County conducted its most recent General Appraisal of Real Property <br /> 37 effective January 1, 2009; and <br /> 38 Whereas, the Orange County Board of Commissioners advanced its scheduled General <br /> 39 Reappraisal of Real Property to January 1, 2013, pursuant to North Carolina General Statute <br /> 40 (NCGS) 105-286 (a) (3); and <br /> 41 Whereas, after careful consideration, the Orange County desires to modify this <br /> 42 schedule to postpone the effective date of the next General Reappraisal to January 1, 2015, as <br /> 43 permitted by NCGS 105-286 (a) (3); and <br /> 44 Whereas, the Orange County Board of Commissioners also desires that the Orange <br /> 45 County Tax Administrator make an annual report to the Board regarding conditions in the <br /> 46 market for real property; <br /> 47 Now, Therefore, Be It Resolved, that the Orange County Board of Commissioners <br /> 48 does hereby postpone the effective date of the next General Reappraisal to January 1, 2015; <br />
