8
1 - Chapel Hill Public Library
2 - Carrboro/McDougle Branch Library
3 - Cybrary, Carrboro
4 - Orange County Website
5 www.co.orange.nc.us
6 Commissioner McKee said that throughout the document, it states that an internal
7 service fund will be replacing the general fund for vehicles. He asked how that would be
8 funded.
9 Clarence Grier said that it will be a separate fund to maintain and account for these
10 vehicles.
11 Frank Clifton said that all of the department in the general fund will be charged a vehicle
12 fee, and these can be tracked separately to see if they are being maintained efficiently. They
13 are isolating these vehicles since now they are in various departments. It is hard to maintain
14 and track in the present system.
15 Commissioner McKee asked about the reduction of the Sheriffs vehicles from 12 to 6.
16 He wants to make sure these are not cut. His concern is a possible movement toward a service
17 district tax to fund vehicles.
18
19 Public Comment:
20 Jamezetta Bedford, board member of the CHCCS Board of Education, read a letter that
21 the CHCCS Board sent to the County in April, which basically asked the County to raise the
22 district tax if needed to fund their request.
23
24 Frank Clifton said that most of what the County is able to do this year is to refund
25 existing debt to gain some short-term savings.
26 Commissioner Jacobs thanked staff for the budget and creativity. He has confidence
27 that, within the existing budget, without raising taxes, that the County Commissioners can find
28 enough money to give another cent to both school systems.
29
30 C. Distinguished Budget Presentation Award
31 The Board recognized the Budget staff of the Orange County Finance and
32 Administrative Services Department for earning the Government Finance Officers' Association
33 Distinguished Budget Presentation Award for the 2011-12 fiscal year budget document.
34 Clarence Grier presented this award to the Finance staff. This is the 20th year they
35 have received this award. He introduced and recognized his finance staff: Paul Laughton, Lisa
36 Henty, Tonya Walton, and Allison Chambers.
37 Chair Pelissier presented the plaque to the department.
38
39 5. Consent Agenda
40 • Removal of Any Items from Consent Agenda
41
42 Commissioner Jacobs removed Item d.
43 Commissioner Gordon removed Item g.
44
45 Approval of Remaining Consent Agenda
46 A motion was made by Commissioner Foushee, seconded by Commissioner
47 Hemminger to approve the remaining items on the consent agenda.
48 VOTE: UNANIMOUS
49
50 Discussion and Approval of the Items Removed from the Consent Agenda
51
