16 <br /> 1 Commissioner Foushee said that it includes what Commissioner Hemminger said and <br /> 2 the idea of placing the signs, and offering assistance to property owners to remove surface <br /> 3 level trash without disturbance. <br /> 4 Commissioner Yuhasz asked that the County Attorney approve any assistance <br /> 5 beforehand. <br /> 6 Frank Clifton clarified that the motion was the Manager's recommendation as indicated, <br /> 7 and the Board will bring back follow-up documentation on all of the issues and how to proceed. <br /> 8 He also suggested that the Rogers Road Task Force review this. <br /> 9 Commissioner Foushee and Commissioner Hemminger accepted this amendment. <br /> 10 Commissioner Jacobs said that he would like to respectfully include in this the work of <br /> 11 the Engineers Without Borders. He hopes that the staff incorporates this data into what is <br /> 12 brought back. <br /> 13 VOTE: UNANIMOUS <br /> 14 <br /> 15 C. Interim Services Planning for Walnut Grove Solid Waste Convenience <br /> 16 Center <br /> 17 The Board received and considered authorizing staff to proceed with an interim <br /> 18 convenience center service plan of services to be provided at the Walnut Grove Church Road <br /> 19 Convenience Center during the period of construction. <br /> 20 Solid Waste Director Gayle Wilson said that the prior discussion about this expansion <br /> 21 included an urging by the Board that staff find a way to keep some level of services continuing <br /> 22 through the period of construction at the site. Staff has considered numerous options. He said <br /> 23 that staff is recommending in the interim that all SWCC activities move to the older site that was <br /> 24 once used as the SWCC for 20 years and they are proposing to go only to garbage during that <br /> 25 time due to size limitations. The existing site currently utilizes 32 dumpsters and staff believes <br /> 26 they can put 24 dumpsters on the interim site. He hopes to get recycling on this site, but they <br /> 27 would have to reduce the number of dumpsters. He is proposing to keep the oil containers at <br /> 28 the current site. He said that at a meeting in December, the Board of County Commissioners <br /> 29 wanted him to do public outreach that this property is not being considered as a landfill or <br /> 30 transfer site. He told the public that this property is not being considered for a transfer station <br /> 31 or a landfill at this time. <br /> 32 Commissioner Yuhasz asked if single-stream recycling would provide any relief to the <br /> 33 space constraints. Gayle Wilson said that it would be of minimal benefit. <br /> 34 Commissioner Hemminger asked if there would be signage indicating where people can <br /> 35 take their recyclables. Gayle Wilson said that they would do a massive and comprehensive <br /> 36 public outreach campaign. <br /> 37 Commissioner Jacobs said that there is a property owner nearby that the County could <br /> 38 influence, and that is the Northern Human Services Center. This could be used as a temporary <br /> 39 site for recycling. <br /> 40 Commissioner Jacobs asked if there could be any incentives for moving the bidding <br /> 41 process faster. John Roberts said that this could be worked out. <br /> 42 Commissioner Yuhasz suggested encouraging citizens to use the curbside recycling <br /> 43 where it is available. <br /> 44 A motion was made by Commissioner Jacobs, seconded by Commissioner Hemminger <br /> 45 to authorize staff to proceed with the interim implementation of convenience center service plan <br /> 46 at Walnut Grove Church Road Convenience Center due to center construction disruptions, <br /> 47 including temporarily reducing services to municipal solid waste and waste oil/anti-freeze/oil <br /> 48 filters/batteries;with additions to place temporary bins at Northern Human Services Center for <br /> 49 recycling with temporary signs, to include in bids incentives to finish sooner, and to place signs <br /> 50 at original site to give plenty of time to inform the current users at this SWCC. <br />
