C. <br /> 11 <br /> 12 COUNTY COMMISSIONERS PRESENT: Chair Bernadette Pelissier and Commissioners <br /> 13 Valerie Foushee, Alice M. Gordon, Barry Jacobs, Pam Hemminger, Earl McKee and Steve <br /> 14 Yuhasz <br /> 15 COUNTY COMMISSIONERS ABSENT: <br /> 16 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 17 COUNTY STAFF PRESENT: County Manager Frank Clifton, Assistant County Managers <br /> 18 Gwen Harvey, and Michael Talbert and Clerk to the Board Donna Baker(All other staff <br /> 19 members will be identified appropriately below) <br /> 20 <br /> 21 1. Additions or Changes to the Agenda <br /> 22 Chair Pelissier went through the additional items at the County Commissioners' places: <br /> 23 <br /> 24 - Yellow sheet—revised suggestions to item 5-m, BOCC Rules of Procedure— <br /> 25 Revised Booklet <br /> 26 - Blue sheet—Chair Pelissier's memo about the Qualified School Construction Bonds <br /> 27 (QSCB)-for Board comments <br /> 28 <br /> 29 <br /> 30 Chair Pelissier asked Frank Clifton to introduce the new staff person. <br /> 31 Financial Services Director Clarence Grier introduced Sharon Laisure, who will be acting <br /> 32 as the Interim Human Resources Director for the next six months. <br /> 33 <br /> 34 PUBLIC CHARGE <br /> 35 <br /> 36 The Chair dispensed with the reading of the public charge. <br /> 37 <br /> 38 2. Public Comments <br /> 39 a. Matters not on the Printed Agenda <br /> 40 Hillsborough Mayor Joe Phelps said that he listened to the Board's discussion about <br /> 41 property revaluation and he would like to be placed on a future agenda to give the County <br /> 42 Commissioners some information. He said that it looks like the County Commissioners can set <br /> 43 the standard for this. He said that he has a lot of data. <br /> 44 This request will be addressed in the agenda review process. <br /> 45 <br /> 46 Chris Weaver read a prepared statement: <br /> 47 "On February 7th the BOCC put forth a weapons ban on the consent agenda. It was <br /> 48 removed due to concerns from the public who had short notice and the minor concerns of <br /> 49 Board members over the inclusion of pocket knives. There was much presumptuous in mixing <br /> 50 the characteristics of criminals with those of lawful citizens. There was open discussion by the <br />
