Budget Amendment #11
The Board considered approving the budget ordinance amendments and a grant
project ordinance for fiscal year 2003-04.
Commissioner Gordon asked for more detail on page 4 about the Efland sewer.
Rod Visser said that County Engineer Paul Thames has been working with the
Budget and Finance staff to look at financing the Efland sewer system operations. They
discovered that the County owed some money to the Town of Hillsborough based on two
reasons. One is that certain capital facility fees for the tap-on were received but have been kept
in the County's Efland Sewer Fund rather than being remitted to Hillsborough. This amount was
$27,500. The other aspect was that the Town of Hillsborough, when it adjusted the sewer rates,
the bills did not adjust the rates and the County was under billed. The County will have to
provide funding from the General Fund to the Efland Sewer Fund to pay these bills due to
Hillsborough.
Commissioner Gordon asked if this was something that Hillsborough overlooked.
Rod Visser said yes, but that it is part of the County's responsibility also.
A motion was made by Commissioner Halkiotis, seconded by Commissioner Carey
to approve the attached budget ordinance and grant project ordinance amendments for
Department of Social Services, Department on Aging, outside agencies, Governing and
Management Non-Departmental, Emergency Management, Emergency Telephone System
(Vllireless 911), and Efland Sewer Operating Fund.
VOTE: UNANIMOUS
L Application for Grant from the Federal Farm and Ranch Land Protection
Program for Agricultural Conservation Easements
The Board considered authorizing the staff to submit a grant application to the U.S.
Department of Agriculture's Farm and Ranch Land Protection Program in an amount not to
exceed $1,000,000 prior to the May 3 deadline, with county matching funds to come from a
combination of alternative financing conservation easements and the Lands Legacy Fund, for
the purchase of farmland preservation conservation easements in Orange County.
Chair Jacobs pointed out that Orange County is applying for up to $1,000,000 in
federal funds, which it would match, to protect more than 600 additional acres for farmland. The
County received 40°~ of what was available to the State two years ago. There is preliminary
reason to believe that the County will be successful to a large extent again this year.
A motion was made by Chair Jacobs, seconded by Commissioner Carey to authorize
the submittal of a grant application to the federal Farm and Ranch Land Protection Program in
an amount not to exceed $1,000,000 prior to the May 3 deadline, with County matching funds to
