Commissioner Carey said that on page 3, in response to comment #2, it says that <br />the County could provide money for a consultant to apply for vouchers for the disabled. He <br />asked why the County would want to do this. Tara Fikes said that she did suggest that this <br />money could come from another source. The idea was to explore what this organization had in <br />mind. She thinks this cannot be done until they see the application guidelines. This was just an <br />opportunity to at least have a conversation. <br />John Link asked Tara Fikes when the "intensive support services" would be required. <br />Tara Fikes said that there would be a need to solicit these services from other organizations <br />because the HUD vouchers do not provide money for the support services. <br />John Link said that as they consider making applications in the future that they need <br />to make sure that there is provision for support services and who is going to provide the <br />services. <br />Chair Jacobs asked about the resolution of the people sharing with Greg Wilder <br />about being institutionalized and being bumped from the waiting list. Tara Fikes said that she is <br />still in the process of finding if there is any prohibition against maintaining people on the waiting <br />list that are housed in group homes. <br />Tara Fikes said that they do have a meeting planned with representatives from the <br />disabled community to talk about some concerns and issues. <br />Susie Aragana is a Club Nova staff member and she thinks that the date needs to <br />move forward because people are homeless and have been waiting for these apartments. She <br />said that the contractors have told them that the apartments might be ready by September ar <br />October. If this is a possibility, these people need to be able to apply. <br />Tara Fikes said that the date is not a part of the annual public housing plan but is in <br />their administrative plan. <br />Chair Jacobs suggested that they adopt the plan and that Tara Fikes will bring back <br />a list of outstanding issues so that they can track the resolution of these issues. <br />A motion was made by Commissioner Brown, seconded by Commissioner Halkiotis <br />to approve submission of the Annual Public Housing Agency Plan for the Orange County <br />Housing Authority and authorize the Chair to sign the Certification of Compliance/Board <br />Resolution on behalf of the Board. <br />c. Staff Analvsis of Proposed Addendum B to the Interlocal Aareement on <br />CHCCS High School #3 <br />The Board considered discussing a requested staff analysis of a proposed <br />addendum to the interlocal agreement that became effective on August 7, 2003 regarding the <br />planned third Chapel Hill- Carrboro City Schools (CHCCS} high school. <br />Chair Jacobs said that there was a question at the last meeting as to what was being <br />recommended. He was suggesting that the Board refer the analysis of addendum B to the <br />Carrboro Board of Aldermen and get their response in na more than their next two meetings, <br />since they have concerns about the smart growth principles. He recommends that the Planning <br />staff and school staffs work on the outstanding issues. <br />Commissioner Gordon said that if we want to refer this to Carrboro, it is going to <br />have to be a staff analysis because the Carrboro development review process is such a long <br />process. The second thing is what is to be targeted. The Board of Aldermen could comment on <br />a certain part of the addendum. It seems to her that the only things that need to be referred to <br />Carrboro are the transportation and parking analysis and the site standards. If there are any <br />other sections that are regulatory, then those could be forwarded also. <br />Geof Gledhill said that he can look at the whole list, but he thinks certainly the <br />parking requirements should be forwarded. The whole issue of how Smith Level Road is going <br />to be built is a big one. He would be glad to review this with the Planning Director and the <br />Manager. <br />Chair Jacobs said that the Board is are not asking for regulatory approval only their <br />comments. His preference would be to get Carrboro's response before making a decision. He <br />
