to adapt the Manager's recommendatian and model B so that they can move forward with <br />planning. <br />Chair Jacobs said that model B is an animal services bureau, which has an animal <br />services board as well as the Manager involved in the process. Model C creates a department <br />and the Health Department and Animal Services are under the Manager, but there is no specific <br />place for an animal services board. <br />Gwen Harvey said that model C would still allow for an advisory board. <br />Chair Jacobs asked far more clarification. Gwen Harvey said that it is the same as <br />creating a County department. An advisory board could be attached and consulting and <br />advising the department. <br />Chair Jacobs said that he is looking at the charts and there are very different <br />relationships in the two models. There are differences in the line of authority. <br />Commissioner Halkiotis said that he wants to understand the function of an animal <br />bureau. He does not see any connection between the Health Department and Animal Control. <br />If there is not going to be any, he wants it stated upfront. He wants to see a narrative on <br />models B and C. <br />Commissioner Gordon agreed with Commissioner Halkiotis. She said that it was <br />murky on exactly how these two entities would work. She is leaning toward the department <br />model because it seems cleaner. <br />John Link said that there are enough questions and the staff will came back with how <br />the models are alike and how they are different and how the advisory board would work, etc. <br />A motion was made by Commissioner Carey, seconded by Commissioner Halkiotis <br />to approve the Manager's recommendatian, which is to: <br />1. Approve County governancelmanagement of the Orange County Animal Shelter. <br />2. Approve the County staffing and employee transition plan. <br />3. Approve the Capital Equipment Inventory purchase needed to effect County <br />operation of the Shelter. <br />Commissioner Gordon asked if this includes comments in terms of bringing back <br />information and John Link said yes. <br />VOTE: UNANIMOUS <br />b. Annual Public Housina Aaencv fPHA) Plan -Section 8 Housina Proaram <br />The Board considered submission of the Annual Public Housing Agency Plan for the <br />Orange County Housing Authority and authorizing the Chair to sign the Certification of <br />Compliance/Board Resolution. <br />Housing and Community Development Director Tara Fikes summarized the <br />information in the agenda abstract. The only substantive change in the Annual Plan from the <br />previous year is the addition of plans to operate a Project Based Voucher Program in the <br />coming year. These vouchers will be used at the 24-unit complex known as Club Nova. <br />Construction of these apartments should be completed by the end of the calendar year. The <br />public comment period ended April 15tH <br />Attached to the agenda are the comments and the two main issues are: <br />^ Need for local housing authority to provide reasonable accommodations for <br />disabled population. They are exploring the possibility of a social worker intern <br />that may assist efforts in addressing the special needs of the disabled. <br />^ Secondly, there were concerns about the waiting list and the application process. <br />They have 529 applicants an the waiting list, and 18 of them are disabled. Staff <br />is proposing to start accepting new applications for the program on September <br />2"d The application interviews would be conducted in the Chapel Hill and <br />Hillsborough offices an Tuesdays and Thursdays from 9:00 a.m. - 5:00 p.m. <br />
