open-ended, understanding that there were differences of opinion and room for further <br />discussion. <br />PUBLIC COMMENT: <br />Robin Staudt said that there are rumors of a County Commissioner and one or more <br />Siting Committee members that desire to locate Durham Tech and Orange County Library <br />closer to ar in Chapel Hill rather than utilizing the upcoming opportunity of placing Durham Tech <br />and Orange County Library in the Waterstone development in Hillsborough. The Chapel Hill <br />Library is located in Chapel Hill and is funded by Orange County and it is about to undergo its <br />own restoration. She said that under the present proposal, Carrboro is being considered for its <br />own stand-alone library, which would also be convenient to Chapel Hill residents. The Orange <br />County library is located in downtown Hillsborough and is extremely low on space. She said <br />that to meet the needs of the central and northern regions of Orange County residents and <br />students, there is no more ideal location than Hillsborough. She asked that the County <br />Commissioners please keep this region as a tap priority. She said that she is happy about the <br />new branch opening in Cedar Grove, but this will hardly be adequate for all of northern and <br />central Orange County residents and students. She said that the location of the Waterstone <br />development will be close to I-40 and I-85 and is easy access for northern, southern, and <br />central Orange County residents. She said that the developer has proven his ability and <br />willingness to work with Hillsborough and Orange County to make this development a smart <br />growth, mixed use, and multi-faceted project. She said that the very fact that this Board has <br />seen fit to expedite a third middle school and purchase land far soccer fields in Efland is <br />evidence that there is growth in this area. <br />A motion was made by Chair Jacobs, seconded by Commissioner Halkiotis to refer <br />the Carrboro Library Workgroup Report to the Orange County Library Services Task Farce; <br />refer the contract for review and possible approval by the conclusion of the 2003-2004 fiscal <br />year to the County Attorney; and to direct staff to apply funds already designated for the <br />operation of the Cybrary. <br />VOTE: UNANIMOUS <br />b. Authorize Action Steps for the Transition of the Orange County Animal Shelter <br />Operation <br />The Board received follow up information as requested by the BOCC at its April 1 <br />work session and authorized actions needed to implement the transition of the Orange County <br />Animal Shelter by July 1, 2004. <br />John Link said that an December 1St, 2003 the Board of County Commissioners <br />authorized the appointment of an Animal Shelter Operations Task force to analyze the findings <br />of the Humane Society of the United States.
