APPROVED 06/23/2004 <br />MINUTES <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />REGULAR MEETING <br />APRIL 20, 2004 <br />The Orange County Board of Commissioners met in regular session on Tuesday, April 20, 2004 <br />at 7:30 p.m. at the Southern Human Services Center in Chapel Hill, North Carolina. <br />COUNTY COMMISSIONERS PRESENT: Chair Barry Jacobs, and Commissioners <br />Margaret Brawn, Moses Carey, Jr., Alice M. Gordon, and Stephen Halkiotis <br />COUNTY COMMISSIONERS ABSENT: <br />COUNTY ATTORNEYS PRESENT: Geoffrey Gledhill and S. Sean Borhanian <br />COUNTY STAFF PRESENT: County Manager John M. Link, Jr., Assistant County <br />Managers Rod Visser and Gwen Harvey and Clerk to the Board Donna S. Baker (All other staff <br />members will be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO IN THESE MINUTES ARE IN THE PERMANENT <br />AGENDA FILE IN THE CLERK'S OFFICE. ALL RECORDINGS OF THE MEETING WILL BE <br />KEPT FOR 5 YEARS. <br />1. Additions or Changes to the Agenda <br />Chair Jacobs called the meeting to order at 7:30 pm and made one change to agenda. <br />Item 7-b is to be postponed to the May 4th meeting because Environment and Resource <br />Conservation Director Dave Stancil was unable to attend this evening. <br />PUBLIC CHARGE <br />The Chair dispensed wifh the reading of the public charge. <br />2. Matters on the Printed Agenda <br />(These matters were considered when the Board addressed that item on the agenda <br />below.) <br />3. Board Comments <br />Commissioner Gordon - No comments <br />Commissioner Carey updated the Board on the report of the Public Health task force <br />that was formed by Secretary Hooker-Odom to study the infrastructure of the public health <br />agencies in the state. He shared an interim report about two months ago and this report <br />received comments from people all over the state. He serves on the task force and it finished <br />its work today for at least several months and they approved another interim report. He brought <br />a copy to share with the Board of County Commissioners. This information could affect local <br />public health and some of this information will go to the legislature this year. He is sure that the <br />County Commissioners' Association will make some comments before the report goes to the <br />legislature. <br />
