Henrico County, Virginia 1 <br />2026 Comprehensive Plan Update <br />In 2004, the Clarion Team led by McBride Dale Clarion was retained to com- <br />plete an update to Henrico County's Comprehensive Plan. The effort will in- <br />volve detailed analysis of future land use scenarios that will assess the best <br />planning options for the county based on fiscal, transportation, and innova- <br />tive land use issues. The team assembled for this effort includes specialists <br />from Clarion Associates, Tischler Associates, and Kimley -Horn and Associ- <br />ates. The Comprehensive Plan will include interrelated recommendations for <br />community facilities, park and recreation, land use, and transportation. Ad- <br />ditionally, Clarion has created a development design handbook and will re- <br />vise the zoning code for proper implementation of the plan's <br />recommendations. <br />Growth Management Strategies <br />Hillsborough, NC ( Strategic Growth Plan <br />Clarion Associates led a team of consultants in helping this historic and grow - <br />ing community manage growth patterns, with emphasis on economic devel- <br />opment and environmental preservation. Intergovernmental coordination <br />was key to success in managing growth at the edges of the community, and <br />town- county cooperation was a paramount consideration. A growth pattern <br />was developed that took best advantage of utility infrastructure, minimizing <br />traffic impacts and emphasizing mixed -use development. Interlocal consid- <br />erations included establishing priorities for annexation, coordinating land use <br />plans at the interface of jurisdictional boundaries, and establishing ongoing <br />mechanisms for joint action. The growth management planning process pro- <br />vided a mechanism to coordinate numerous Town_ initiatives already under - <br />way (e.g., corridor studies, downtown revitalization initiatives, and design <br />guidelines). <br />Rock Hill, South Carolina Growth Management Plan <br />The City, of Rock Hill, South Carolina, hired Clarion to prepare a Growth <br />Management Plan for the City and its Urban Services Area. Rock Hill had <br />previously retained Clarion to update its Zoning Ordinance to address growth <br />management and design issues within the City. The additional task was to <br />address development pressures in the 35,000 acre unincorporated portion <br />of Rock Hill's Urban Services Area. Rural land was quickly being consumed <br />by low- density residential development.
