Zoning and Development Regulations <br />Rock Hill, South Carolina <br />Zoning Ordinance <br />Clarion Associates, in association with the Walker Collaborative, pre- <br />pared a nrw Zoning; Ordinance for the City of Rock Hill, South Car- <br />olina. Rock Hill is one of the five "Ring City" nodes in the Charlotte <br />metropolitan region, and a city that has experienced substantial growth <br />in recent dears! due to its location around Charlotte., The focus of the <br />effort was -o implement the city's General Plan, which promotes a more <br />SOUTH c a R o L I N a <br />livable future by encouraging appropriate infill /development of the "old <br />town area while protecting older neighborhoods <br />and encouraging <br />more corr pact, and sustainable growth in greenfield areas. The code <br />effort was built on citizen input about the modifications that need to be <br />made to the city's existing land use regulations to implement the plan. <br />Major issues addressed included: making the code more usable and <br />"user frierdly ;,' making the review process more I efficient and effective; <br />• <br />modernizing the zone district and planned development ;regulations; <br />encourag ng new infill development that is compatible with its context; <br />SEPTEMBER 2005 <br />and estak lisping minimum development and design standards to en- <br />sure community form and appearance protects existing character. The <br />city adopied the code in 2005. following drafting of the code, Clar- <br />ion parts-,red with the VIC Group to produce a digital version of the <br />- <br />code which is served on the web by the City's computer network. <br />Cary, North Carolina J Land Development Ordinance <br />Clarion prepared a Unified Development` Ordinance for the rapidly <br />growing --own of Cary, located Just outside North Carolina's large Re- <br />search Tr angle Park. The project included a heavy emphasis on pub- - <br />lic participation; significant streamlining of the current code, including <br />µ0 Cry <br />revision and clarification of several development' review' procedures; <br />and also implementation of planning and growth management' goals <br />adopted in the city's 1996 Growth Management Plan, including many <br />�•'+ <br />neotraditional design principles.
