A R 1 <br />TEAM MEMBERS, STRUCTURE, ORGANIZATION, AND INTERACTION <br />Clarion Associates will take the overall lead in managing this project for the <br />consultant team, and take the lead on tasks related to land use planning and <br />public participation. Corley Redfoot Architects brings the building and site <br />design skills. Martin/Alexiou/Bryson will focus on transportation needs and <br />impacts, and on consideration of creative new transportation approaches for the <br />area. Full descriptions of these firms and examples of work are included in this <br />proposal and in the appendix, as are resumes of key team members. On the <br />County side, we anticipate that a staff member will be designated as lead <br />contact, and that staff resources will be made available for this project with <br />responsibilities as outlined in our proposed Scope of Work below. <br />PROJECT APPROACH <br />We offer in this proposal a Scope of Work that we believe addresses the needs <br />associated with preparation of this Master Plan. We are flexible in consideration <br />of this Scope, and look forward to an opportunity to discuss and refine it with <br />the County. Our current suggestion for a Scope would involve seven tasks: <br />• Task 1: Project Initiation. Review the Vision, Objectives, <br />and Fundamental Principles for this initiative with County <br />staff in order to construct a detailed project schedule and <br />citizen engagement strategy. Assemble and review Orange <br />County's most current facility and service plans. <br />Task 2: Assemble Background Information. Review <br />previously prepared and approved plans for this site to <br />determine what information needs to be updated. Assemble, <br />review, and summarize information from related current <br />initiatives, including the Carolina North Development <br />Agreement, planned transportation improvements, Chapel <br />Hill 2020, and the Orange County Comprehensive Plan. <br />Meet with Chapel Hill Planning Department Staff to confirm <br />process (including submittal requirements and timelines) for <br />amendment of the approved plans for this site. <br />• Task 3: Community Outreach. Conduct stakeholder <br />interviews and engage the public in a dialogue about service <br />needs and county facilities in Southern Orange County, and <br />the possibilities for additional facilities on this site. (Citizen <br />engagement strategy determined during Task 1.) <br />Task 4: Concept Plans. Prepare three conceptual plans for additional <br />buildings on this site, along with descriptions of possible County <br />services that could populate those new buildings. Prepare estimates of <br />transportation implications of the additional buildings and services <br />(streets, transit, parking, bike and pedestrian movements). Arrange for <br />public review and comment on the concepts. (Public review plan <br />determined during Task 1.) <br />Southern Orange Campus Master Flan Page 7 <br />
