A R 1
TEAM MEMBERS, STRUCTURE, ORGANIZATION, AND INTERACTION
Clarion Associates will take the overall lead in managing this project for the
consultant team, and take the lead on tasks related to land use planning and
public participation. Corley Redfoot Architects brings the building and site
design skills. Martin/Alexiou/Bryson will focus on transportation needs and
impacts, and on consideration of creative new transportation approaches for the
area. Full descriptions of these firms and examples of work are included in this
proposal and in the appendix, as are resumes of key team members. On the
County side, we anticipate that a staff member will be designated as lead
contact, and that staff resources will be made available for this project with
responsibilities as outlined in our proposed Scope of Work below.
PROJECT APPROACH
We offer in this proposal a Scope of Work that we believe addresses the needs
associated with preparation of this Master Plan. We are flexible in consideration
of this Scope, and look forward to an opportunity to discuss and refine it with
the County. Our current suggestion for a Scope would involve seven tasks:
• Task 1: Project Initiation. Review the Vision, Objectives,
and Fundamental Principles for this initiative with County
staff in order to construct a detailed project schedule and
citizen engagement strategy. Assemble and review Orange
County's most current facility and service plans.
Task 2: Assemble Background Information. Review
previously prepared and approved plans for this site to
determine what information needs to be updated. Assemble,
review, and summarize information from related current
initiatives, including the Carolina North Development
Agreement, planned transportation improvements, Chapel
Hill 2020, and the Orange County Comprehensive Plan.
Meet with Chapel Hill Planning Department Staff to confirm
process (including submittal requirements and timelines) for
amendment of the approved plans for this site.
• Task 3: Community Outreach. Conduct stakeholder
interviews and engage the public in a dialogue about service
needs and county facilities in Southern Orange County, and
the possibilities for additional facilities on this site. (Citizen
engagement strategy determined during Task 1.)
Task 4: Concept Plans. Prepare three conceptual plans for additional
buildings on this site, along with descriptions of possible County
services that could populate those new buildings. Prepare estimates of
transportation implications of the additional buildings and services
(streets, transit, parking, bike and pedestrian movements). Arrange for
public review and comment on the concepts. (Public review plan
determined during Task 1.)
Southern Orange Campus Master Flan Page 7
