federal grant instructions is available at: <br />httP://Www.fema.gov/govemment/grant/hsgp/l*ndex.shtm. <br />This Agreement is to set forth terms by which the State of North Carolina, Department <br />of Crime Control and Public Safety, Division of Emergency Management (Grantee), <br />shall provide FY 2011 Homeland Security Grant Funding to the County of Orange <br />(Sub - grantee) to conduct training activities to improve preparedness, response and <br />recovery to natural disasters, acts of terrorism, and other man-made disasters. <br />IV. BACKGROUND. The Department of Homeland Security (DHS), through the <br />Federal Emergency Management Agency (FEMA) Grants Program Directorate, in <br />accordance with the authorities listed herein, created the FY 2011 Homeland Security <br />Grant Program, Grant Number FY 2011 -SS- 00119 -S01. This program was <br />established to provide federal reimbursement funding to state and local governments <br />to implement State Homeland Security Strategies to address identified exercise needs <br />to prevent, protect against, respond to, and recover from acts of terrorism and other <br />catastrophic events. <br />The Grantee and Sub - grantee enter into an arrangement by which the Grantee will <br />provide Federal reimbursement funding to the Sub - grantee to conduct training activities <br />to improve preparedness, response and recovery to natural disasters, acts of terrorism, <br />and other man-made disasters. <br />V. RESPONSIBILITIES. <br />a. The State of North Carolina, Department of Crime Control and Public Safety, <br />Division of Emergency Management shall: <br />(1) Provide reimbursement funding to Sub - grantee for the cost of training <br />activities in accordance with the training guidance, as described in <br />Attachment A, attached and incorporated by reference herein. <br />(2) Conduct a review of the training activities to ensure that the project is <br />in accordance with State Homeland Security Strategy. <br />(3) The performance period for the award to the State of North Carolina, <br />Department of Crime Control and Public Safety, Division of <br />Emergency Management, ends on August 31, 2014. Training activities <br />must be completed by this date. <br />(4) Directly monitor the completion of the project. <br />b. The County of Orange shall: <br />(1) Expend FY 2011 Homeland Security Grant Program funds in accordance <br />with the applicable USDHS Program Guidance and Application Kit(s), <br />the Grant Application Package, and the Grant Award and Special <br />Conditions documents, incorporated by reference herein, of this MOA to <br />implement State Homeland Security Strategies to address identified <br />Page 2 of 14 <br />
