Orange <br />County has reduced its solid waste per capita by 45°l° and most of the rest of the state has <br />increased the amount of disposed waste. In a way, we are victims of our own success because <br />as the waste is reduced, the income is also reduced. He said that the interlocal agreement has <br />been in place between the County and the Towns since 1999, but this is the first time where the <br />quasi-legislative role of the Solid Waste Advisory Board comes into play. They would like to <br />implement this in July 2004. <br />Chair Jacobs said that Chapel Hill has on its agenda tomorrow night same questions <br />and concerns about the three-year solid waste plan. <br />Commissioner Brown asked what would happen if someone could not pay this extra <br />fee that is on their tax bill. Tax Collector Jo Roberson said that her understanding is that they <br />cannot use any type of forced collection on this. It will reflect as a "fee" outstanding balance <br />and not a "tax" outstanding balance. <br />Commissioner Brown said that she thought they were going to come up with an <br />appeal process for this fee for people with low income. Rod Visser said that if the Board wants <br />them to do this, they would look at it. John Link said that they did talk about it briefly. The staff <br />can address this. <br />
