federal grant instructions is available at: <br />http:// www .fema.gov /govemment/grant/hsgp /index.shtm . <br />This Agreement is to set forth terms by which the State of North Carolina, Department <br />of Crime Control and Public Safety, Division of Emergency Management (Grantee), <br />shall provide FY 2010 Homeland Security Grant Funding to the County of Orange <br />(Sub - grantee) to conduct a regional full -scale hurricane exercise to improve <br />preparedness, response and recovery to natural disasters, acts of terrorism, and other <br />man-made disasters. <br />IV. BACKGROUND. The Department of Homeland Security (DHS), through the <br />Federal Emergency Management Agency (FEMA) Grants Program Directorate, in <br />accordance with the authorities listed herein, created the FY 2010 Homeland Security <br />Grant Program, Grant Number FY 2010 -SS -TO -0075. This program was established <br />to provide federal reimbursement funding to state and local governments to implement <br />State Homeland Security Strategies to address identified exercise needs to prevent, <br />protect against, respond to, and recover from acts of terrorism and other catastrophic <br />events. <br />The Grantee and Sub - grantee enter into an arrangement by which the Grantee will <br />provide Federal reimbursement funding to the Sub - grantee to conduct training activities <br />to improve preparedness, response and recovery to natural disasters, acts of terrorism, <br />and other man-made disasters. <br />V. RESPONSIBILITIES. <br />a. The State of North Carolina, Department of Crime Control and Public Safety, <br />Division of Emergency Management shall: <br />(1) Provide reimbursement funding to Sub - grantee for the cost of exercise <br />activities in accordance with the exercise guidance, as described in <br />Attachment A, attached and incorporated by reference herein. <br />(2) Conduct a review of the exercise activities to ensure that the project is <br />in accordance with State Homeland Security Strategy. <br />(3) The performance period for the award to the State of North Carolina, <br />Department of Crime Control and Public Safety, Division of <br />Emergency Management, ends on July 31, 2013. Exercise activities <br />must be completed by this date. <br />(4) Directly monitor the completion of the project. <br />b. The County of Orange shall: <br />(1) Expend FY 2010 Homeland Security Grant Program funds in accordance <br />with the applicable USDHS Program Guidance and Application Kit(s), <br />the Grant Application Package, and the Grant Award and Special <br />Conditions documents, incorporated by reference herein, of this MOA to <br />Page 2 of 13 <br />
